Our Supply Chain organization has an opportunity for a procurement professional who thrives in a dynamic environment. You will be a part of high-level activity and collaborative environment as part of our PWB/Flex Assy Commodity team. In this role, you will be responsible for the overall procurement activities for material supporting the Raytheon business unit. You will work very closely with external suppliers as well with internal customers and functional areas to support a broad portfolio of programs across Raytheon.

What You Will Do:
- Review drawings, specifications and purchase history to determine sourcing strategy.
- Prepare and issue sole source and competitive (LPTA & BVSS) RFQs (requests for quotes) to suppliers and follow-up to assure understanding.
- Review quotes, analyze results and determine negotiation plans / strategies as well as addressing any exceptions to flow downs, specifications, quality notes or Raytheon terms and conditions requirements.
- Significant experience with technical requirements of procured hardware and services including Statement of Work (SOW) development and review
- If applicable work with supplier to prepare cost and pricing data in preparation for CAPA review in accordance with TINA
- Award multi-year, multi-million-dollar subcontracts utilizing various contract types -FFP, CPFF, FPIF
- Formally document purchase orders including details of summary of award; source justification; price analysis methodology; negotiation strategy and summary; performance to budget / target; and risk assessment in accordance with all regulatory (FAR/DFAR) requirements
- Perform routine post-award management activities including PO acknowledgement, delivery status (upkeep PO notes), expedites, risk mitigation, receiving issues and invoice issues.
- Significant supplier interaction in collaboration with Program Integrated Product Teams (IPTs)
- May be required to participate in supplier development activity.
- Drive the success of meeting business factory MRP and financial requirements
- Develop plans to promote cost reduction initiatives and performance improvements to drive flawless supplier executions of programs and projects
- Perform as an Ambassador for new hire onboarding and training
- Travel to Raytheon and supplier facilities as deemed necessary and appropriate to conduct business
Onsite job performance will be at one of the following Raytheon sites; Tucson, AZ, McKinney, TX, Cityline, TX, El Segundo, CA or Andover, MA.
Qualifications You Must Have:
- Typically requires a University Degree or equivalent experience and minimum 10+ years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years' experience.
- Relevant experience in procurement, supply chain management, subcontract management, or similar role.
- This position requires either a U.S. Person or non-U.S. Person who is eligible to obtain any required Export Authorization.
Qualifications We Prefer:
- Experience in complex Government procurements
- Experience reviewing drawings, specifications, other engineering documents including complex SOWs and purchase history to determine sourcing strategy.
- Experience preparing and issuing RFQs (requests for quotes) to suppliers, follow-up to assure understanding.
- Experience documenting purchase orders including details of summary of award; source justification; price analysis methodology; negotiations strategy and summary; performance to budget/target; and risk assessment
- Experience in leading formal negotiations (price, schedule and supplier exceptions to contractual flowdowns requirements) as well as standard Terms and Conditions
- Knowledge/Experience with SAP and Microsoft Office Suite of Products
- Ability to analyze Cost and Pricing data and determine proposal compliance (FAR 15.4)
- Demonstrated knowledge / compliance with Federal Acquisition Regulations (FAR/DFARS)
- Ability to understand technical requirements for procured hardware and services including Statement of Work (SOW) review
- Ability to multi-task and perform effectively in a dynamic, fast paced, changing environment.
- Proven ability to communicate effectively, both written and verbal internal customers.

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
