Role Overview:

The role of the EIS PMO Portfolio Manager provides management oversight to an assigned portfolio within the EIS Services Catalog. They function as the liaison to the Service Owner(s) and Service Leader over their assigned portfolio. They provide day to day oversight of any assigned PMs, manage accuracy of the portfolio programs and projects and manage delivery end of end of all projects within the portfolio. They function across a team of portfolio managers providing support and successful delivery of projects within EIS PMO. They support EIS demand and delivery process execution, stakeholder managements across various stakeholders, and understand the service roadmap to ensure successful delivery for their stakeholders. They contribute to and drive a customer/user centric workplace focus in partnership with EIS PMO leadership.

What You Will Do:

  • Owns, builds, and maintains effective partnerships with EIS service owners, sub service leads, BRMs, and ES partners to ensure success of cross-department functions and project execution.
  • Own the establishment and execution of short- to medium-term operational plans (e.g., less than 0-2 years) in support of the EIS PMO and assigned portfolio.
  • Develops new processes, standards or operational plans in support of functional strategy.
  • Skilled investigation and analysis required to manage technically complex problems and lead/guide teams (directly or indirectly) toward mitigations and solutions.
  • Problems and issues faced are undefined, and require detailed information gathering, analysis and investigation to understand the problem. Problems typically involve consideration of multiple sites, geographies, products or customers.
  • Communicates with parties within and outside of own function, which may include external customers or vendors depending upon the job.
  • Requires ability to influence others outside of own work area on policies, practices and procedures.
  • Manages a team of primarily experienced professionals.
  • Requires broad management and leadership knowledge to lead project teams.
  • Partner with assigned portfolio(s) Service Owners to understand service roadmap, Planview reporting, and service priorities.
  • Partner with User Experience and Customer Success teams as needed to enhance delivery or partnership with the assigned portfolio/service lines.
  • Support the EIS and PMO leader through management of special assignments as requested.
  • Ensure assigned portfolio teams are developing appropriate project and program status reporting (Std, Non-Std and Operational Work), adhering to standard methodologies, processes and proposal/project entries are up to date in PPM Tool.
  • First escalation point for PMs and Program Managers and assigned portfolio partners; resolves and/or escalates issues in a timely fashion and manages risks and mitigations accordingly.
  • Monitors and triages non-standard demand requests in partnership with assigned portfolio leads.
  • Facilitate frequent and routine key Project/Program plan reviews with PM teams and portfolio reviews with assigned portfolio partners.
  • Evaluate and document EIS Demand scope, level of effort, funding, and availability of resources with project timing (requirements gathering, ROM etc.).
  • Drive standardization and continuous improvement with portfolio teams and peers in line with EIS and ES PMO governance standards.
  • Drive customer mindset and user centric focus in day-to-day delivery processes and activities.
  • Possesses advanced knowledge of project management applications (i.e. Planview, Microsoft Project, Visio, and Microsoft Office Suite).

Qualifications You Must Have:

  • Typically requires a University Degree or equivalent experience and a minimum 10 years of experience, or an Advanced Degree and a minimum 7 years experience.
  • Minimum 7+ years of project management experience with at least 3 years in a program management or portfolio management role.
  • Must be authorized to work in the U.S. without sponsorship now or in the future. RTX will not offer sponsorship for this position.

Qualifications We Prefer:

  • PgM, CSM, SAFe Agilist, SAFe Scrum Master, ITIL certifications.
  • Lean certifications
  • Experience in managing Collaboration and Digital Workplace projects, programs and portfolios a plus.
  • User Experience Strategy or Design a plus

Work Location: Remote
Please consider the following role type definition as you apply for this role:
Remote: This position is currently designated as remote. However, the successful candidate will be required to work from one of the 50 U.S. states (excluding U.S. Territories). Employees who are working in Remote roles will work primarily offsite (from home). An employee may be expected to travel to the site location as needed.

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
