The NSMS program is seeking to hire a Sr. Manager supporting NSMS Programs/Obsolescence. This is an Execution Manager role reporting directly to the NSMS Obsolescence and TTP Associate Director with responsibilities in assisting the oversight of execution of obsolescence activities for proposal, negotiations, capture, startup and execution of a critical efforts. The candidate will be the primary interface in the absence of the NSMS Associate Director. Through partnership with Engineering and Production IPTs, the Execution Manager will assist in the development of tracking and status mechanisms to enable insight into obsolescence monitoring and mitigation activities. Additional partnerships with the Navy Customer, the program supply base and internal stakeholders, will drive successful program implementation and sustainment of a culture of proactive obsolescence monitoring and mitigation is required to enable adequate budgeting and technical cut-in of mitigation solutions.

This role will also include interfacing across a variety of RMD programs that utilize common components and subassemblies. The Execution Manager should be capable of managing budgets across multiple contracts and a variety of contract types (CPFF, CPIF, FFP) and numerous Technical Instructions (TIs). Additionally, the Execution Manager should assist the Associate Director with the alignment of obsolescence mitigation activities to the NSMS programs' growth roadmaps also ensuring with customer fiscal year funding plans.

Mitigation of obsolescence activities are seen as the key drivers to reducing overall risk to the AUR production contracts they support. It will be imperative that the Execution Manager along the with NSMS Associate Director drive aggressive mitigation schedules.

What You Will Do:

  • Proposal development, Gate 4 and contract negotiations
  • Program baselining, startup and Gate 5
  • Collaboration across multiple programs and multiple hardware replacement efforts executing concurrently to drive efficiency and balance execution risk approach
  • Partner with functional organizations such as finance, contracts, engineering, supply chain and operations
  • Developing and conducting program execution status reviews with the SM-6, SM-2 and Development program leadership team
  • Maintaining a direct customer counterpart relationship with the Navy
  • Ability to effectively work in an onsite capacity
  • Ability to lead a geographically distributed execution team

Qualifications You Must Have:

  • A University Degree in an Engineering Discipline or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years' experience
  • Prior program and or project management experience
  • Prior Earned Value Management System (EVMS) experience
  • Prior experience with proposal and contract negotiation
  • Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer:

  • Experience working on obsolescence mitigation / DMSMS efforts
  • Experience working government programs (large/complex) with direct customer interfaces, both internal and external
  • Experience with the Navy customer community and acquisition experience
  • Program experience on efforts inserting hardware changes into an active production line
  • Background in hardware development for DoD product applications
  • Prior experience on high visibility program execution (production or development)

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
