Role Summary
Raytheon is looking for an experienced Supply Chain International Compliance Professional and/or experienced Supply Chain Procurement Professional with a good understanding of compliance and policies & procedures. You will be responsible for auditing areas of the Raytheon Supply Chain organization for compliance with internal policies and procedures that relate to International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), U.S. Foreign Corrupt Practices Act (FCPA), and customer requirements.

The primary functions of this role are for an experienced Supply Chain Compliance and Governance Professional and/or Supply Chain Procurement Professional with a demonstrable understanding of compliance and policies & procedures working as a team member, to routinely review purchase order packages in the pre award and post award phases, provide training/feedback to Acquisition Professionals domestically and internationally, support internal audits and by the DCMA verifying that Supply Chain is compliant and continuously fulfills official government, customer, and company regulatory requirements as well as standards and guidelines. Review/Approve Commercial Item Determinations when required. Maintaining internal policies and procedures as it relates to domestic and international acquisitions.
What You Will Do:
- Includes routine surveillance of Supply Chain procedures, procurement systems and policies, and executed purchase orders. Compliance works as a team to review procurement compliance at all domestic and international Raytheon locations.
- Collaborating with Raytheon subsidiary and international locations to provide guidance, training, and improved communication within a team of international, geographically dispersed employees while effectively monitoring key Supply Chain compliance areas to proactively identify and mitigate risk.
- Maintaining a high level of familiarity with, and build awareness within Supply Chain of, ITAR, EAR, FAR, DFARS, Import/Export Policies & Procedures, Directives, Work Instructions, Bulletins, and Prime Contract Flow-Down requirements.
- Developing & performing training on subjects relating to process and regulations, to ensure international teams have appropriate compliance skill sets.
- Evaluate existing processes and recommend process improvements including individual acquisition professional responsibilities, operational directives and formal work instructions.
- Directly and indirectly supports mission-critical government and Company audits of varying size and complexity. This also includes verifying that Supply Chain is compliant and continuously fulfills official government, customer, and company regulatory requirements as well as standards and guidelines.
- Responsible in supporting Supply Chain Compliance to verify and validate the effectiveness of corrective action plans and institutionalization of changes, facilitate efforts to streamline the release of SC Compliance documentation in compliance with Raytheon requirements.
- Engage SC stakeholders to coordinate input and support alignment with other RTX business units and/or Raytheon compliance documentation, participate (with other RTX business units Functional POCs) in the development and maintenance of Raytheon related processes & systems (e.g. change request process, maintenance review process, document format requirements, etc.) and provide consultation and technical writing assistance to SC discipline process owners.
- Generate metrics and perform risk analysis
- Work in a team environment as well as work independently to gather, organize, analyze data, and provide recommendations.
- Work and interface with diverse levels of Internal/External Customers & Government Personnel providing advice and guidance on compliance related matters.
- Clearly and concisely communicate compliance requirements and responsibilities of Supply Chain and Raytheon to audiences of varying degrees, both verbally and in writing.
Qualifications You Must Have:
- Bachelors degree and minimum 10 years of experience as a Compliance auditor, Supply Chain Management in a strategic or acquisition capacity, Government Contracting, or similar experience
- Knowledge of Federal Acquisition Regulations (FAR) as it pertains to Government Contract Compliance and/or Government Procurement, including Cost Accounting Standards (CAS) and Truthful Cost or Pricing Data (TCPD) regulations; and Department of Defense FAR Supplement (DFARS).
- Experience with procurement processes, differing subcontract types, investigation, or resolution of complex procurement process issues and ability to communicate this effectively with internal and external customers
- Experience in process improvement to achieve long term goals and objectives
- Experience reading and interpreting technical documentation
- Experience with Data Analytics, Business Acumen or Business Intelligence
- Experience utilizing automation best practices and products to consistently improve supply chain processes and efficiencies
- Experience with APEX/PRISM or SAP, Excel, Word, and Powerpoint; strong computer skills
- Minimal travel required (approximately 10%)
Qualifications We Prefer:
- 2+ years International Supply Chain Experience
- Experience making presentations (verbal and/or written) to key stakeholders
- Experience representing an organization on major matters pertaining to its policies, plans, and objectives
- Experience with multi-functional assignments (PMO, Operations, Subcontract Management, or extensive association with, for example)
- Experience working independently to make sound decisions that affect the supply chain organizations positively and maximize returns for the company
- Experience elevating issues to management and offering recommendations/solutions
- Experience working cross functionally with colleagues to effect solutions to complex compliance requirements and needs
- Experience working through competing priorities with good judgement and composure

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
