In this role, you will lead a team of Program Managers (Value Stream Leaders), and are accountable for the full lifecycle of products and services from inception through completion, inclusive of pursuit and order capture, design and development, produce to deliver, service/support, and long-term strategic business plans. You will be assigned as the chair of the Integrated Project Team (IPT) accountable for managing the contract lifecycle, cost, schedule, performance and on-time delivery of company programs or subsystems of major programs. This role serves as the face of the organization to clients and customers. You will have profit & Loss (P&L) responsibility for a specified value stream or group of value streams within a business segment or portfolio.

What You Will Do

  • Lead a team of Program Managers to ensure execution of cost, schedule, and scope for a portfolio of programs ranging in size and duration for design and development
  • Ensure the Integrated Product Team (IPT) is effective at executing development milestones and deliverables
  • A primary participant in developing the Strategic Operating Plan and Annual Operating Plan
  • Ensure pursuit activity within the portfolio is consistent with the overall Strategic Plan and supports business objectives
  • Participates in the negotiation of contracts and contractual changes, including coordinating preparation of proposals, business plans, proposal work statements, operational budgets, specifications, and financial conditions of contracts to ensure legal compliance and to protect the organization's interests
  • Maintains and presents plans and progress reports relating to business aspects of the program(s) both internally and externally to the customer
  • Identifies and addresses program problems and recommends resolutions to ensure the successful completion of programs
  • Leads the communication plan with the customer base, ensuring customer feedback is understood and integrated into the execution of programs
  • Establishes key metrics and measures to ensure the performance of all non-recurring and recurring milestones
  • Responsible for the development of a team of Program Managers, including recruitment and retention, development planning, performance management, and training
  • Ensures a Continuous Improvement mentality is prevalent in the organization, actively leading and participating in Lean activities to drive quality and efficiency

What You Must Have

  • Typically requires University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience
  • U.S. Person (U.S. citizen, permanent resident, or granted refugee or asylee status) as defined here: https://www.ecfr.gov/current/title-22/chapter-I/subchapter-M/part-120/subpart-C/section-120.62
  • Prior leadership managing direct teams of 3-5 employees required
  • 10+ years of demonstrated Project and/or Program Management experience required

The salary range for this role is 130,000 USD - 272,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
