The Advanced Electro Optics Group in Airborne Spectrum Dominance seeks an onsite dynamic Senior Program Manager for fast paced science and technology-type programs in Rosslyn, VA. You will support and/or lead the execution of next generation Electro Optical/Infrared technology programs, build relationships with customers and our technical teams, and help us grow. The role has a quick pace and requires excellent communication and a healthy mix of technical, managerial, business, and soft skills. This role will be in support of the portfolio, with the candidate serving as Senior Program Manager. The position is a direct report to the Program Director and will lead all Development efforts to include technology development and upgrades, obsolescence mitigation and next generation capabilities. A critical project that this position will lead is a multiyear development contract that a successful and on time completion is required to support multi-$M in bookings over the next several years.

In addition, this position will also serve as the Program Manager for the Engineering Services contracts. In this role you will be responsible for all Technical Directives (TD) for two active contracts. You will be responsible for the life cycle of each TD from project identification all the way through closeout. Activities to expect include, but are not limited to: Shaping customer demand, TD development and pricing, Estimate at Complete (EAC) and closeout.

What You Will Do:

  • Execute and improve PM cadence (battle rhythm) and metrics such as risk review boards, schedule performance management, customer reviews, IPT/CPT reviews, failure review boards, program management reviews (PMRs), staffing reviews, and other reviews to achieve contract commitments.
  • Directly support risk and opportunity process in accordance with specific financial goals and obligations.
  • Meeting commitments including financial, technical, and schedule performance of assigned program(s) within contractual boundaries and company expectations.
  • Display strong communication, influence management, and presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership.
  • Support programs through various phases, including contract close-out activities.
  • Responsible for meeting contractual commitments including financial, technical, and schedule performance of assigned program(s) within contractual boundaries and company expectations.
  • Development and execution of coordinated growth strategies.
  • Multidisciplinary team leadership, strategy development, internal and external program reviews, and program development through direct customer engagement, proposal preparation, supplier management, program management status reporting, and generation of work authorizations (IOTs), statements of work (SOWs), and specifications.
  • Lead internal reviews and executive briefings pertaining to all pursuits to include, Gates, EACs, contract proposals, negotiation & definitization efforts.
  • Serve as the primary Raytheon management and customer contact on status and technical performance of all Development and Engineering Services efforts.
  • Commitment to travel (domestically) to participate in business engagements with customers, partners, and teammates (approximately ~25%)

Qualifications You Must Have

  • Typically requires a Bachelor's degree and minimum 10 years of relevant experience, or an Advanced degree in a relevant field and minimum 7 years experience
  • Experience leading teams in the Aerospace and Defense industry
  • Experience with EAC process and/or risks and opportunities
  • Proposal development experience with DoD customers
  • EVMS certified or EVMS experience as an EVMS practitioner, IPT Lead, PI(CC), EV Manager, and/or CAM on a program
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

  • Experience with US Government policies, regulations and processes tied to Foreign Military Sales and/or export authorizations
  • Experience collaborating with internal and external stakeholders and providing updates to senior management
  • Program Management certification, Level 4/5 or equivalent or ability to achieve within 6 months
  • Prior experience engaging with senior leadership in the U.S. Government
  • Working knowledge of contract formation, execution, and management
  • Experience transitioning development programs into programs of record
  • In-depth knowledge of electro-optical / infrared systems, missile defense, threat warning and command and control systems, and/or customer's employment tactics, techniques and procedures
  • Proficiency with the RTN Program Management tool suite or similar program management systems
  • Proven ability to develop and maintain long term business relationships with customers and partners

The salary range for this role is 137,000 USD - 275,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
