This is a multi-faceted Manager position working in support of Special Programs. You will help develop, administer, and maintain a comprehensive security program in a fast-paced, deadline driven environment. This position will require not only technical and managerial skills, but also a diligent, confident and results oriented work ethic. You will routinely work with all levels of management and government customers. Understanding, implementing and ensuring compliance with the DoD Manual 5205 Special Access Program Security and DoD Manual 5205.07 Volume 4, 5220.22-M NISPOM, Intelligence Community Directives (ICDs), and related Industrial Security Guidance Manuals or Special Program Security directive is essential to your success.

What You Will Do

  • Provide security guidance regarding program operation
  • Develop, obtain approval for, and implement security policies, procedures, and documentation specific to the program such as Standard Operating Procedures (SOP) and addendums, Operation Security (OPSEC) Plans, Concept of Operations (CONOPs), etc.
  • Create, update and administer security education, training and awareness to include program indoctrinations and debriefings
  • Oversee/Participate in Government Inspections, as well as implement corrective actions
  • Program administrative work: personnel processing, visitor control, program related investigations, TS accountability, dispatching and receiving program documents/material and resolving other related program security issues.
  • Manage special access program facility administration in compliance with JAFAN 6/9 or Intelligence Community Directive, ICD 705 related to the physical security and construction requirements for SAPFs and SCIFs; submitting pre-construction and accreditation packages to include Fixed Facility Checklists (FFCs) and Tempest assessments

Qualifications You Must Have

  • Typically requires a Bachelors degree and a minimum of 8 years prior related experience OR in the absence of a degree 12 years prior Security related experience is required.
  • Active and transferable U.S. government issued TOP SECRET security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • Experience implementing and ensuring compliance with the DoD Manual 5205 Special Access Program Security and DoD Manual 5205.07 Volume 4, 5220.22-M NISPOM, Intelligence Community Directives (ICDs), and related Industrial Security Guidance Manuals or Special Program Security directives.

Qualifications We Prefer

  • Masters Degree major in Business Management, Security and/or Risk Management, Government Policy, Information Management, Criminal Justice, or other related field of study
  • Excellent interpersonal, communication, computer, writing skills, and professional image
  • Refined teaming skills and understanding of team concepts
  • At least 10 years of Industrial Security experience preferred.
  • Security Excellence or equivalent security certification programs.
  • Experience with all Microsoft Products

  • Please consider the following role type definition as you apply for this role. Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.

The salary range for this role is 112,000 USD - 224,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
