Job Summary
Raytheon has an immediate need for a Program Operations Manager (POM) for our Sustainment business in Tucson, AZ. This is a key role leading a Sustainment Operations Integrated Product Leadership Team (IPLT) to ensure successful execution Sustainment contracts, including leading efforts to drive unprecedented increase in repairs over annual historical averages and reduction of repair turnaround time.

This position involves supporting manufacturing activities and requires spending time in the Tucson, AZ Strategic Make Centers (SMCs). The ideal candidate will possess the demonstrated skills and experience necessary to perform in technical, programmatic, and manufacturing leadership roles. Successful candidates will drive the overall manufacturing execution of the sustainment program from capture and proposals thru execution and close-out. The POM is the primary interface between the Sustainment Program Office IPLT and the factory leadership, responsible for communicating all Sustainment Program requirements to the Strategic Make Centers (SMCs) and manufacturing sites. Results will be accomplished through leading, influencing and briefing all levels of the organization, including internal and external customers.
This position involves direct support of manufacturing activities, partnership with Program Operations program peers supporting the Development/ Capacity and Production pillars and requires spending significant amounts of time in and around factory areas. The preferred candidate must be capable of working beyond the typical 40-hour work week, travel domestically and move between buildings and local facilities.
What You Will Do:
- Accountable for all operations team cost, schedule, and quality
- Managing the coordination and execution of program schedules with Global Supply Chain Management, Subcontracts, Engineering and other functional areas to support on time delivery
- Support Manufacturing Operations strategy and utilize CORE best practices
- Lead the effort to develop and implement repair throughput improvement initiatives for both recurring efforts and new business opportunities.
- Coordinate Operations bids for new factory-facing sustainment proposals
- Generate repair plans, make/where plans, and manufacturing sections of technical proposals.
- Interface with internal and external customers to understand needs and issues, ensuring the customers receive satisfactory standards of service
- Define clear operational schedules, priorities & goals for each Strategic Make Center
Qualifications You Must Have:
- Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years experience
- Experience working with SAP or similar enterprise resource planning system
- Experience with proposals, Basis of Estimates (BOEs), and/or USG contract negotiations
- Earned Value Management System Certified
- Active and transferable U.S. government issued security clearance is required prior to start date.
- U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer:
- Previous program manufacturing experience in a Department of Defense contracting environment with focus on Sustainment/ Depot activities
- Understanding of manufacturing tool sets and how to leverage information from material receipt through DD250 within a defense contracting organization
- Knowledge and experience managing support plans and maintaining schedule in cross-functional, matrixed environment
- Experience working with the Logistics and Operational Knowledge Interface (LOKI)
- Experience with test solution development and associated capital planning
- Continuous improvement experience (CORE, Six Sigma)
- Knowledge of the IPDS (Integrated Product Development System) and associated Gate activities
- Strong business acumen with budget and schedule responsibility
- Previous leadership position in a fast paced technical or manufacturing environment that included multiple working organizations, including building strong cross-functional teams with proven results.
- Experience and interest in verbal/visual presentations of Operations activities, plans, tasks, and/or delivery outlooks and Program-level information to internal and USG customers.
- Experience with Technical Data Package (TDP) reviews and approval
- Experience with transition of programs from production to sustainment footing
- Experience leading teams in cost reduction initiatives and manufacturing cycle time reduction
- Understanding of Raytheon defense product structures and product technical details
- Demonstrated understanding of manufacturing tool sets from integration through delivery of product/ service
- Problem solving abilities that bridge manufacturing realities to financial commitments

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
