The Emerging Programs team is seeking an experienced M4-Finance Manager to join our growing team that is based out of McKinney, TX. You will lead a team in tactical and strategic management across multiple contracts. This includes program cost control, compliance, and implementation of the existing backlog. Additionally, this position offers the opportunity to support the capture of new business over the Long-Range Plan with tremendous growth potential.

As the Business Manager you will be a key member of the Program & Finance Leadership Team and will be responsible for guidance and influence of the various functional teams along, with forming partnerships with your internal and external customer. The selected individual will be responsible for all aspects of the financial portfolio. This includes reviewing FP&A forecasts, personnel reporting / operational workforce planning, development of the annual operating plan & long-range plan, Estimate at Completes (EACs), Short Range Outlook (SRO) Risk & Opportunities analysis, earned value management system reporting (EVMS), funding analysis, customer deliverables, proposals, negotiations, and program gate support. This position requires excellent soft-skills, proactive leadership, and significant partnership with the Program Directors, Program Managers, and technical teams. All to ensure alignment regarding business plan, operations implementation, meeting tactical and strategic financial objectives, and as well as being responsible for all elements of the financial interaction with internal and external customer representatives.
This position is on-site in McKinney, TX.
What You Will Do
- Successfully partner and influence the program team to help meet financial goals & commitments, support competitive proposals, and assist in implementation plan discussions.
- Drive the financial planning activities for their specific contract including FP&A RPLAN updates and analyze and communicate how program performance impacts BSPC (Bookings, Sales, Profit, & Cash). Facilitating monthly data reconciliation.
- Short Range Outlook (SRO) Risk and Opportunities experience.
- You will collaborate with Finance Directors & Managers to manage a highly visible and complex development portfolio.
- Be an integral program team member working closely with key team members, to ensure accurate measurement, control, and understanding of reported costs and schedules.
- Support the team of program financial analysts in the development of quarterly EACs.
- Ability to work multiple contracts and programs across different customers.
- Support proposal development and program start up activities.
- Support the development of the long range and annual operating plans.
- Lead and develop a team of finance analysts.
Qualifications You Must Have
- Typically requires a Bachelor's Degree in Finance or Accounting or related field or equivalent experience and minimum 8 years finance or accounting experience, or An Advanced Degree in a related field and minimum 5 years experience
- The ability to obtain and maintain a U.S. government issued Secret security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a Secret security clearance.
- Financial planning & analysis experience.
- Earned Value Management experience.
- Experience developing Estimate at completes.

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
