The Mission Systems Autonomy & C2BM Engineering Department in Collins Aerospace is seeking an Associate Director - Systems Engineer for a Program Chief Engineer Role. The successful candidate will have a passion and drive to understand business area strategies and how new business opportunities may contribute to these strategies and grow our portfolio.

This role will serve as the Program Chief for our ABMS Digital Infrastructure Network Developer program within the BMC2A portfolio. The program chief will work closely with other portfolios across the Mission Systems (MiS) business, Collins SBUs, and RTX at large. They will also engage in roadmapping and tight coordination across the programs in our portfolio. Strong coordination with MiS Digital Engineering will also be essential. This is an exciting opportunity to directly improve Air Force battle management.

This position may require travel (up to 50%). Candidate must have a current/active US Secret Security Clearance. Position is located in McKinney, TX.

What you will Do:

  • Serve as the Program Chief Engineer for the ABMS DI Network Developer program, providing technical vision, guidance, and decision-making authority across the full system development lifecycle.
  • Regularly interface with internal and external customers, providing program updates, technical briefings, and strategic recommendations.
  • Influence executive decision-makers with clear, concise presentations that translate complex technical concepts into actionable business outcomes.
  • Responsible for technical execution - Estimate, track, and communicate cost, schedule, staffing, and risk to stakeholders using tools such as SAP, resource planning dashboards, and metrics-driven reporting. Lead engineering bid approvals, new ECPs, and related efforts, ensuring the technical solutions and proposals are both feasible and optimally engineered.
  • Build, mentor, and lead a team of highly skilled network and systems engineers, fostering a culture of technical excellence, innovation, and continuous improvement.
  • Guide the team in adopting agile engineering practices, encouraging cross-functional collaboration and knowledge sharing to accelerate time-to-field deployments.
  • Collaborate with the Chief Architect and other technical leaders to:
  • Lead the definition, design, and integration of advanced, large-scale network architectures (e.g., SD-WAN, data/content distribution networks, enterprise cross-domain solutions, tactical links, multi-domain transports, etc.) for highly distributed, secure, and mission-critical environments.
  • Employ open, modular, and standards-based frameworks to ensure that network architectures are extensible, interoperable, and optimized for both bandwidth-constrained edge environments and enterprise-level scaling.
  • Leverage MBSE, digital engineering techniques, and high-fidelity battlespace modeling and simulation to inform architecture decisions, trade studies, and risk assessments.
  • Manage requirements capture, design documentation, and traceability, ensuring compliance with system specifications and alignment with customer objectives.

The selected candidate will have previous experience:

  • Executing internal and external customer presentations to influence direction.
  • Successfully managing teammates / subcontractors / vendors
  • Leading network engineering teams and guiding them through complex integration and development efforts in a highly regulated environment.
  • Leading planning, bidding, and pursuit activities
  • You will have strong communication skills and be able to translate technical ideas into business concepts.
  • You will have experience communicating with executive leadership

Qualifications You Must Have

  • Typically requires 12 years of prior relevant experience.
  • Demonstrated expertise in large-scale network architecture design and deployment, including multi-domain transport methodologies, carrier operations, SD-WAN, secure data distribution, and cross-domain solutions. Strong coordination and collaboration skills
  • Familiarity with DevSecOps, NetDevOps, and digital engineering toolchains, as well as automated network testing frameworks and simulation tools
  • Demonstrated experience using tools such as SAP, Staffing, and metrics tracking spreadsheets to manage and report on cost/schedule
  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience
  • Active and transferable U.S. government issued Secret security clearance is required prior to start date
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer:

  • Solution architecture experience in core DI Network Developer technologies (e.g. SD-WAN, Data Distribution Networks, Enterprise CDS, Wide Area Networking, Juniper SSR/SVR, Tactical Data Links)
  • Advanced industry certifications such as Cisco Certified Internetwork Expert (CCIE) or Juniper Networks Certified Internet Expert (JNCIE) or equivalent
  • JADC2 and specific service implementations, especially the USAF's ABMS
  • Strong organizational awareness across MiS, Collins, and RTX
  • Subsystem integration technologies & tradeoffs
  • TS/SCI Eligible or Active TS/SCI (no poly requirement)

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
