The Program Area Chief Engineer (PACE) leads a team of Chief Engineers who undertake project management and professional engineering work in conjunction with other project team members to ensure that products and systems are efficiently developed and perform as intended to meet customer and business requirements. The Program Area Chief Engineer is accountable for the planning and delivery of engineering activities throughout the project life and works with both internal and external stakeholders in a transdisciplinary manner to ensure that the product being developed will meet all customer requirements and be delivered on time and within budget with all elements of the system able to perform together as intended across all programs in the Resilient Navigation Sensors and Avionics business.
What You Will Do
• Direct the work of the Chief Engineers on the team who are allocated to the programs to ensure that their activities are aligned with the needs of the programs and that the required project outcomes are achieved
• Work with the Value Stream Leader (VSL) to ensure that the scope of the project is agreed and aligned with the contractual commitment and that the technical team delivers against defined project requirements
• Oversee the high-level execution of day-to-day execution of engineering work packages in accordance with the contract and delivery schedule, working closely with the Value Stream Leader
• Coordinate with project Integrated Product Team leaders, POs and CAMs to determine project resource demand and works with the resource managers to ensure adequate resources are available to execute the engineering activities
• Manage the customer technical interface, program risks and opportunities for the technical execution of the program working with the Architect, Tech Leads and Design Authority
• Monitor the functional and product baselines and manages changes from the customer
• For out of scope requests, supports project manager in identifying cost/schedule impacts
• For the technical portion of the project, undertake the project management function and lead the technical development team by coordinating the engineering tasks and activities required, as agreed with the VSL
• Typical project management tasks will include: project planning and coordination, resource planning and task allocations, schedule development and management, project risk management, project financial management, project issue management, project change management, project monitoring and reporting, and planning and management of project deliverables
• Undertake the review and approval of project and technical documentation produced by other projects as authorised
• Contribute to technical assessments and provide input to business development and project planning activities
• Produce timely project and support deliverables including project and technical documentation of high quality that is clear and concise with content that is sufficient to meet both project and future support needs while complying with both company and customer requirements
• Follow company procedures and customer requirements and use a systems engineering approach and techniques to plan and execute engineering activities to meet cost, quality and schedule objectives
• Communicate and collaborate effectively and professionally with systems, hardware and software design functions, other project team members, customers, other internal departments, technical staff located elsewhere in Collins Aerospace, sub-contractors and suppliers with a focus on identifying and mitigating risks and resolving technical problems that cross functional domain areas of hardware and software
• Lead and champion the development of new project management and design approaches, techniques and technologies as well as process and quality improvements to support continual improvement
Qualifications You Must Have
• Proven experience in the management of complex projects and large engineering teams
• Project Management and Systems engineering experience in the engineering design and development of systems/products involving the engineering development of both hardware and software components as well as system integration
• Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience
• ACTIVE Secret Security Clearance or HIGHER REQUIRED
• Active and transferable U.S. government issued security clearance is required prior to start date
• U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer
• Project Management and Systems engineering experience in the engineering design and development of systems/products involving GPS and Anti-Jam capability
• Formal training in project management
• Demonstrated success developing and delivering complex, high technology products involving software, hardware and integrated systems
• Demonstrated experience as a systems engineer throughout the entire systems development process, including requirements capture, design, decomposition, integration, and verification/validation, as well as transition to production
• Prior experience with bid and pursuit work in a US government acquisition model
• Familiarity with engineering development in an Agile and DEVSECOPS environment
• Formal training in an engineering discipline and configuration management

The salary range for this role is 158,000 USD - 316,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
