The Systems Engineering Design & Architecture (SDA) organization is currently seeking a highly skilled engineer to lead the technical execution and development of the Romania In-Country Participation for NSM program. As the International Program Project Engineer, you will collaborate closely with the KDA and the proposal team to drive the engineering scope. You will play a critical role in managing supplier relationships and ensuring technology and manufacturing knowledge transfer to Romanian suppliers upon award of the program.

You will be responsible for leading and executing supplier down-select processes and guiding the transition to production. This role will also require continuous coordination with the program manager, proposal manager, and relevant stakeholders to ensure the timely and efficient delivery of program objectives.
What You Will do:
- Work alongside RTX, and KDA to develop the engineering scope for Romania In-Country Participation
- Collaborate with proposal managers and program managers to drive large proposal efforts, ensuring successful proposal submission and execution
- Upon program award, lead the supplier down-select process and manage relationships with selected Romanian suppliers
- Oversee the integration of supplier technologies into the program, ensuring quality, timelines, and performance targets are met
- Manage all technical and program risks, ensuring that they are identified, mitigated, and tracked throughout the program
- Provide engineering support and leadership to ensure the technical success of the program in Romania
- Ensure close collaboration with Global Trade to maintain a culture of EXIM compliance throughout the Romania CDS program execution
Qualifications You Must Have:
- Bachelor's in Science, Technology, Engineering, or Mathematics (STEM) and Eight (8) years of engineering experience OR an advanced degree in a related field and five (5) years' engineering experience
- Experience with international program execution
- Experience with supplier management
- Engineering experience, such as systems engineering or program engineering
- Previous experience managing program risks, delivering program results and adhering to time and budget constraints
- Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer:
- Advanced degree in Engineering, Project Management, or related field
- Ability to work in a global, fast-paced, and dynamic environment
- Experience working with Romanian suppliers or international teams in a technical engineering capacity
- Familiarity with the aerospace or defense industry
- Experience managing large, complex international programs with a focus on supplier development and integration
- Strong project management skills with proficiency in project management tools and techniques
- Prior experience working with cross-cultural teams and international regulations

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
