The Military Avionics and Helicopters (MA&H) Subcontracts organization, part of Collins Aerospace Avionics business unit, is searching for a Subcontract Program Manager to join our team in Cedar Rapids, IA. What You Will Do:
Activities and responsibilities include, but are not limited to:
- Oversee the planning, release and management of all aspects of subcontracts and procurement activities with annual spend up to $20M.
- Establish and maintain professional relationships with global suppliers. Effectively communicate with all levels of suppliers' staff.
- Actively manage supply chain-related program risk, evaluate supplier performance, propose and initiate corrective actions.
- Brief program management, customer, functional and business leadership on status and issues affecting contract performance, cost and program risk.
- Review and evaluate Supplier Statements of Work (SSOW), prepare Request for Information(RFI) and Request for Proposals (RFP) in support of program requirements.
- Lead the review and evaluation of supplier proposals, perform fact-finding and manage cost and pricing analysis.
- Develop supplier negotiation strategies and lead negotiations.
- On-board new hires and Mentor and lead junior staff members.
- Help develop standard work and champion process improvements.
- Draft and/or review documents containing contractual or technical terminology
- Ensure compliance with federal regulatory requirements and Raytheon policy and procedures, including Federal Acquisition Regulations (FAR/DFAR) and import/export requirements.
- Willingness to travel domestically and internationally
- Willingness to support calls with international suppliers outside of core business hours
Qualifications You Must Have:
- U.S. Person (U.S. citizen, permanent resident, or granted refugee or asylee status) as defined here: https://www.ecfr.gov/current/title-22/chapter-I/subchapter-M/part-120/subpart-C/section-120.62
- Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience
- Familiarity with SAP or other ERP systems and program management tools
Qualifications We Prefer:
- Demonstrated ability to prioritize activities, manage conflicting priorities and urgently respond to unforeseen developments
- Excellent presentation, oral and written skills
- Ability to successfully execute tactical activities
- This position requires demonstrated leadership and organizational skills with a proven track record of meeting objectives and satisfying customer requirements.
- Minimum of 3 years of relevant Aerospace and Defense industry experience in program management, subcontracts management, material program management or related roles, preferably on U.S. Government or Dept. of Defense programs
- Working knowledge of applicable Government regulations and laws (e.g. - FAR/DFAR, export control)
- Familiarity with various types of contracting arrangements - e.g. Firm Fixed Price, Time & Material, Cost Plus, Services, etc.
- Strong leadership, interpersonal and team-building skills
- Experienced with formal risk management and program management methods
- Proven negotiation skills with the ability to define strategies and lead complex negotiations
- Experience working with cross functional teams.
- Proficient with all MS Office products.
- Understanding and experience with Collins Management System structure

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
