We have an outstanding opportunity for a Manager, Global Trade to support Naval Systems and Sustainment (NSS) and Naval Airborne Systems (NAS) Global Trade team within the Naval Power Strategic Business Unit. This role is set to support a very exciting and high-volume portfolio of the business that focuses on pursuits aligned with the U.S. Navy mission space. Our exciting portfolio includes many products in high demand worldwide, providing lots of opportunity for meaningful support to the company's mission.This organization plays a critical role in the successful execution of International Contracts and allows programs to remain compliant with the U.S. Government in all of our global business transactions.

This opportunity provides exposure and visibility in the field of Global Trade operations and its strategic impact on global growth and success. Additionally, this position will have the opportunity to work in a high-energy, fast-paced environment, developing relationships with internal customers and collaborating with multiple business functions for success.

This position will be located in one of these Raytheon business locations: Tewksbury, MA or Marlboro, MA or McKinney, TX.

What You Will Do

  • Manage strategic business engagements, planning and execution at Mission Area or major program areas to ensure business execution, growth and compliance.
  • Primary interface on interpretation of regulatory requirements or company export / import policies and procedures for specific capture opportunities.
  • Work closely with internal customers to develop export and import approvals that allow for the efficient export of technology, technical data, hardware, and services.
  • Contribute to preparing, submitting, tracking, obtaining, and managing from the U.S. government, all necessary export and import authorizations.
  • Actively participates in selection, training, mentoring and development of GT Licensing Analyst.
  • Participate in and lead special projects, cross-functional business projects and corporate projects to support business objectives.
  • Support export/import compliance activities (e.g. self-assessments, internal and external audits).
  • Being responsible for working with the Global Trade Manager and/or Empowered Official to develop export and import strategies for the international marketing, sales, support, offshore procurement and manufacturing of defense and dual use articles.
  • Seeking Empowered Official status, if not already granted by the company.
  • Leading a small team of analysts to successfully execute licensing strategies for the business.
  • Developing licensing plans and provides guidance for complex licensing strategy and program planning.
  • Being responsible for providing consistent interpretation under the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Office of Foreign Assets Control Regulations (OFAC) and the Bureau of Alcohol, Tobacco and Firearms (ATF) regulations to Business Unit employees.

What Will You Learn

  • Development of licensing plans and provide guidance for complex licensing strategy and program planning.
  • Assisting in identifying compliance concerns by identifying errors and areas requiring improvement and implementing corrective actions to resolve problems.
  • Supporting management in investigating and resolving compliance matters, audits, and investigations.
  • Applying international trade regulations to real-life situations to enable international business to support programs.
  • Assist in the development and provision of training as required for employees engaged in international business activities.
  • Act as a resource for entry-level export/import licensing personnel.
  • Contribute to learning and audit assessment programs to ensure implementation and effectiveness of internal controls.

Qualifications You Must Have

  • Typically requires University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience
  • Experience supporting one or more of the following: Global Trade licenses, Global Trade agreements, regulatory compliance, regulatory audits and / or international business
  • Ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer

  • Strong experience in the application of regulations (ITAR, EAR, Customs) in high volume environments
  • Experience with Technical Assistance Agreement (TAA) and Manufacturing Licensing Agreement (MLA) preparation/administration
  • Knowledge of Export Control Reform (ECR) and familiarization with Jurisdiction Classification Assessments
  • Knowledge of SNAP-R, OCR, DECCS, and/or SAP/GTS systems
  • Strong time management, prioritization, and organizational skills to meet deadlines and achieve desired results
  • Excellent customer relation/interpersonal skills demonstrating ability to collaborate with multiple business functions and internal customers for success
  • Strong communicator with the ability to develop and deliver trainings
  • Sincere interest in field of Export Import operations and its strategic impact on global success
  • Advanced Degrees such as MBA, Juris Doctor

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
