We have an exciting opportunity for a Manager, Contracts to lead and oversee the Tomahawk® program's development portfolio within the Naval Power, Naval Air Missiles (NAM) contracts organization.
This role is an integral part of the business team providing strategic solutions and dynamic recommendations to leadership regarding contractual issues and proposal strategies in the program's development pillar. Tomahawk is an extremely complex, legacy franchise missile program, currently in a growth/expansion cycle. This role is responsible for the development portfolio consisting of several active classified and unclassified programs and strategic pursuits over the next year(s). The development portfolio includes mainly FAR-based domestic contracts with the US Navy (NAVAIR).

This team lead role has direct supervisor responsibilities for up to three contracts professionals, works collaboratively and regularly with the Production and Recertification Contracts team and reports to the Associate Director, Contracts for the overall Tomahawk program.
The position will be well suited for a highly motivated, well-organized person who enjoys working in a fast-paced, collaborative team environment. Your responsibilities will include developing creative approaches to solving problems while employing sound change management and communication skills.

Responsibilities to Anticipate:
- Lead a team of two to three Contracts professionals, providing guidance to the team.
- Provide support and recommendations to program and senior management regarding contractual and business issues.
- Develop and implement strategies to deal with complex issues that require detailed information gathering, analysis and investigation.
- Provide strategic guidance beginning at receipt of Request for Proposals (RFPs) and continuing through program execution - these activities include understanding contractual rights and obligations and possible mitigation of contractual/program risks.
- Guide and mentor team members on proposal and negotiation excellence, contract execution, and other contractual support.
- Assess contracting risks and make recommendations based on a thorough analysis of all factors involved in a business situation.
- Conduct proposal reviews and coordination.
- Negotiate complex contracts and agreements (FAR-based and Commercial).
- Review estimate at completion (EAC).
- Support program management and execution reviews.
- Provide general contract administration support.
- Ensure that team's work follows company processes and policies.
Qualifications You Must Have:
- Typically requires a Bachelor's degree in Business, finance, or related field and 8 years of prior experience, OR an Advanced degree and 5 years of relevant experience
- Minimum of five years of applicable contract management / administration experience
- Experience with US Government contracts
- Active and transferable U.S. Government issued security clearance is required prior to start date. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance
Qualifications We Value:
- Proven leadership in a complex, fast-paced environment, where prioritization is required to be effective
- Extensive DOD Contractual experience with demonstrated ability to manage, teach and mentor junior contracts professionals
- Ability to understand, quantify, and communicate contractual and financial risk
- Demonstrated ability to develop effective relationships with customers and internal partners based on understanding, teamwork, and trust
- Proven record of responsiveness with strong time management and organization skills
- Significant knowledge of contract formation with a broad understanding of alternative terms and conditions and related Raytheon policies
- Knowledge of the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
- Ability to adapt to changing environments/situations
- Juris Doctor or MBA a plus

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
