In this role, you'll be the strategic lead for contractual matters within our Precision Navigation Team (PNS), where you'll directly support the Navigation and Controls group, working primarily on high-stakes Department of Defense (DoD) contracts and subcontracts.

The Resilient Navigation Solutions (RNS) Portfolio, within the Collins Mission Systems Strategic Business Unit, is seeking a Manager, Contracts. The individual will provide business guidance and contribute to the strategic growth goals and develop and maintain trusting relationships with external US Government and Prime Contractor customers, as well as internal stakeholders.. Additionally, this opportunity will provide a platform to accelerate development and broaden Contracts technical capability.

This job will be hybrid - Tues, Wed, Thurs onsite at the Collins facility at the Aberdeen Proving Ground, MD

What You Will Do:

  • Additionally, this opportunity will provide a platform to accelerate development and broaden Contracts technical capability.
  • Communicate with internal and external customers to establish mutually beneficial relationships and frequently influence business decisions
  • Interface with the customer on all contracting matters, and act as a liaison between the cross-functional team and the customer
  • Implement strategies to improve acquisition timelines and customer pace of contractual actions
  • Drive results and closure of actions by proactively investigating matters, applying critical thinking, gathering detailed information, seeking innovative contracting techniques, and collaborating with relevant stakeholders
  • Employ robust change management practices to mitigate unauthorized changes while balancing the requirements of production and sustainment programs.
  • Recognize and eliminate ambiguities or unauthorized changes to contract requirements that could result in cost overruns, schedule delays, or performance issues
  • Review proposals to ensure proposed solutions meet customer requirements, represent a balanced risk/opportunity posture, and deliver a financially sound business case while meeting company policies and standards
  • Develop pre-negotiation objectives and implement negotiation strategy reviews as part of the proposal development process

Qualifications You Must Have

  • Must have a minimum of 8+ years of experience in the development of proposals, including sole source and competitive pursuits, as well as intensive fact-finding and negotiations.
  • Experience in generating and negotiating complex proposals/contracts with an intimate understanding of terms and conditions
  • Direct experience in the development of proposals, including sole source and competitive pursuits, as well as intensive fact-finding and negotiations.
  • Knowledge of the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS)
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract
  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience

Qualifications We Prefer

  • Experience in defense contracting including the administration/management of all contract types including cost-type contracts, OTA's, fixed-price type contracts, for development, transition to production, full rate production, sustainment, and services.
  • Experience in International Contracting both FMS and Direct Commercial Sale
  • Ability and willingness to travel to support program needs, if in a remote location.
  • Advanced degree Business Administration or other Business-related degree; or Juris Doctor
  • Proficient in Microsoft Office® suite (primarily Word, PowerPoint, and Excel

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
