Within the ME Organization, the Undersea, Sensors & Structures (USS) Department leads the mechanical design, development, and integration of a diverse set of products, including but not limited to undersea sensors and analysis, naval platforms, shipboard/ground-based processing and power equipment, and launchers.
Job Description:
There is an exciting opportunity within the Mechanical Engineering Undersea, Sensors & Structures (USS) Department primarily located in Portsmouth, RI for an Associate Director to fill the role of Ship Systems Integration and Sustainment (SSIS) Engineering Design and Change Management (EDCM) Integrated Product Team (IPT) Lead. The Ship Systems Integration and Sustainment (SSIS) Engineering Design and Change Management (EDCM) IPT Lead is responsible for managing all systems engineering, hardware design, and ships network design activities across the SSIS portfolio of programs, including Zumwalt, Dual Band Radar, MK99 Fire Control System and AEGIS Sustainment. The EDCM lead will coordinate with the various Program Managers, the Navy and other stakeholders to provide needed proposed and executed hardware design updates for the various programs.
This role requires direct and frequent communication and collaboration with IWS-9 and various Navy other program offices and labs. This role will manage the systems and hardware baseline through Engineering Change Proposals including development and submittal of associated ROMs/proposals, manage hardware network and infrastructure development and maintenance, and support the manufacturing, Depot and waterfront teams in troubleshooting of hardware and systems issues. As a leader within the SSIS organization, this person will actively provide leadership, vision, strategy and guidance to ensure that the daily operations of the organization align with the present long-term goals of SSIS, Raytheon engineering, and Naval Power.
This role is on-site, with a preference to be located out of the Portsmouth, RI facility.
Responsibilities also include, but are not limited to:
- Manage the execution of various design changes, including modernization tech refresh and various program ECPs.
- Support customer in the definition and assessment of potential new program capabilities, including developing inputs to support Navy Program Office funding requests.
- Represent Raytheon on the Navy IWS-9 Zumwalt HW CCB.
- For hardware maintenance needs, actively communicate with waterfront engineers to provide updates and develop short term solutions
- Engage with factory and Depot personnel to assist with the troubleshooting and resolution of manufacturing engineering issues
- Support the SSIS program business area in management of overall cost and schedule, including staffing forecasts, AOP, R&O, etc.
- Support the SSIS program business area in future growth through proposal development and the deployment and continual improvement of people, processes and tools.
- Represent the interests of several engineering directorates across RMD engineering on the program and manage a team capable of delivering products that include systems, mechanical, electrical network engineering, and safety
- Managing a team of over 50 hardware and system engineers
This position requires a current, active U.S. Security Clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.
Required Qualifications
- U.S. Citizenship is required
- Current US Secret Security Clearance
- Minimum 12 years of prior relevant experience
- Bachelor's Degree in STEM (Science, Technology, Engineering, Math)
- Strong interpersonal and communication skills across all levels of stakeholders; both verbal and written
- Ability to travel to various Raytheon and customer locations including San Diego, Gulf Coast, Tewksbury MA, and Washington DC
- Experience in the SSIS product area
- Experience in management of large cross-functional teams (25+) executing tasks across all program phases
- Earned Value Management System (EVMS) Experience
- Experience preparing both technical and cost proposals
Desired Qualifications
- Knowledge of Zumwalt Ship Control Systems and Combat Systems or other Ship Integration Programs
- Experience with the development and maintenance of multiple program sites
- Experience with Navy customers and/or associated contractor executives and technical leadership
- Proactive, comfortable working in a fast-paced, multi-tiered environment
- Excellent presentation and proposal skills
- Experienced with improvement and efficiency methods aimed at complex problem solving
- Ability to manage multiple and competing priorities
- Knowledge and/or experience in Raytheon program execution processes
- Strong background is Hardware Development, System Engineering, or System Test
- Master's Degree in Mechanical Engineering, Electrical Engineering, or Systems Engineering
- Experience in Agile development methodologies and/or use of Scrum or Scrumban

Typically requires:
A University Degree or equivalent experience and minimum 12 years prior relevant experience, or

in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 12 years of prior relevant experience unless prohibited
by local laws/regulations.
The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
