We are seeking a highly skilled Engineering Bid and Execution Process Lead to join our Engineering Cross Functional Excellence organization within Raytheon Engineering Execution. The ideal candidate will possess a strong knowledge of engineering bid and proposal and project forecasting processes to drive achievable and predictable bids through program start-up and execution. This role is responsible for the development and implementation of strategy, process, and tools and requires cross-discipline and cross-functional collaboration in alignment with organizational goals that drive predictable engineering execution.

This is an onsite role based at any major Raytheon site including Tewksbury, MA; McKinney, TX; Tucson, AZ; Aurora, CO, El Segundo, CA.
What You Will Do
- Lead a cross-discipline team to mature the engineering bid and estimating process and associated standard work development, training, and change management. Supervision of up to 5 employees.
- Serve as Engineering Representative on Raytheon Bid and Proposal and Estimate at Completion (EAC) Simplification initiatives focused on process maturity, alignment, and change impact within Engineering
- Be accountable for lifecycle bid and execution metrics strategy and implementation to replace heritage Engineering bid metrics
- Provide guidance to Engineering on bid and EAC process including process coordination and issue resolution
- Partner with Engineering Leadership, discipline process focal, Finance, and Performance Excellence to align on process strategy
- Engage with chief engineers, discipline leaders, and other functional leaders to ensure a robust cross functional matrix environment
- Influence Engineering bid and EAC process within the RTX Lifecycle Program Management (RLPM) framework development
- Leverage CORE operating systems to identify opportunities for process improvements within bid and proposal and EAC initiatives and implement best practices
- Drive annual goal alignment and service catalog update
- Participate on Raytheon and RTX level cross-functional governance and process teams as Engineering Representative
- Travel up to 10%
Qualifications You Must Have
- Typically requires a Bachelor's in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of twelve (12) years of prior relevant experience.
- Experience in the development and approval of engineering bids, estimation processes and tools, preferably within Engineering
- Experience with estimation analysis methods and software (e.g., Excel, Power BI, workforce planning systems, SAP).
- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
- Excellent communication and presentation skills with the ability to effectively convey information to various levels within the organization
- Experience using CORE operating systems and Kaizen events to drive process change
- Experience developing process strategies and implementation plans
- Change management and demonstrated ability to influence without authority
- Strong project management, financial acumen skills and the ability to work collaboratively in a fast-paced environment.

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
