What You Will Do:
This Director Level (M7) position reports to the Senior Leader, Program Digital Services (PDS), Digital Technology and provides senior leadership and management of the Business Operations organization which provides business planning and operations, innovation and transformation, operational execution, performance metrics and CORE/Agile process for PDS. The PDS team provides the digital foundation for program success across all Strategic Business Units (SBUs), delivering and managing cohesive and secure solutions, encompassing network engineering, storage, system administration, high performance computing, cloud, hyperconverged infrastructure, and advanced system architecture.
The PDS Business Operations Director will lead across these disciplines to rapidly deliver business value and meet the needs of Raytheon and RTX. This will be done with a focus on developing and deploying talent and technical capability while strengthening relationships with internal and external peers across the company to ensure holistic success of the DT organization in meeting strategic digital transformation objectives. This leader is responsible for partnering with Digital Transformation teams to help lead the deployment of OneRTX capabilities for pathfinder programs in alignment with Enterprise Services Roadmaps.
Primary responsibilities include planning and execution of a $14.2M yearly Annual Operating Plan (AOP) to support over 1000 digital professionals. This would include positively impacting AOP of Program Execution. (ex. HW & SW) Process standardization and automation to ensure efficiency, productivity, predictability, qualify and execution across all SBUs and program portfolios. Infrastructure lifecycle management, full lifecycle talent management and development. Must be able to generate and tell the story behind actionable metrics (compliance, tool deployment, change management, outage tracking, training requirements) to support data driven business decisions.
Heavy focus will be on ensuring alignment with key partners, including DT functional peers, Program and SBU Leadership, DT Leadership, Global Security Services (GSS) Cyber & Program Security teams, and key suppliers and partners. This leader will participate on Enterprise councils to represent business requirements and influence priorities and effective collaboration. This leader will also work directly with Customers and GSS to align on program security requirements, expectations and any required mitigation and remediation activities.
The PDS Business Operations Director will lead a team of approximately 18 Raytheon professionals, and 2 Department-level managers and develop strong partnerships with all Strategic Business Units (SBUs), sub-SBUs, and programs to develop both a yearly Annual Operating Plan (AOP and strategic Long-Range Plans (LRP). Developing reports that are intended for all levels of PDS, Digital and ES levels (MBRs, MML, BUR) Standardization and automate of SBU Jira boards and monthly metrics (Portfolio Pulse)
This leader will establish vision and strategy, set direction, develop and motivate a high-performing team, and drive results in the program services domain, supporting multiple development and production programs in a dynamic and collaborative environment. This leader will partner with Raytheon Digital peers to design, deliver, sustain, and retire solutions, working across a broad swath of technical disciplines to meet program objectives.
This will be a Hybrid role type, that must be located near one of the major US Domestic Locations for Raytheon, and we are open to any Raytheon US locations as space and business case allows:

Relocation support will be available to the applicant as needed to move to one of the preferred locations as business need dictates. Occasional Business travel may be necessary to our US Domestic Locations beyond the assigned work location.
The following Senior Leadership skills are critical for success in this role:
Relationships - Must be able to effectively integrate and establish influence with functional and product line organizations throughout the Raytheon organization. The director brings business value at multiple levels of influence so it should be expected this individual will be apt to be delegated to and effective in as Deputy to the VP.
Strategy and Execution - Ability to foster the development and execution of critical DT infrastructure strategies within DT and across Engineering, Security, Operations, and Programs. While achieving a trajectory for the team and company, operational requirements must be maintained with related services and solutions delivered at the speed of the business.
Employee and Organization Development -Must be able to lead and develop high-performing teams aligned with Raytheon vision, strategy, values and behaviors. Building on a foundation of a strong culture of people development and accountability, the Director should embrace creative time management practices as they execute daily. Must also be able to lead DT process improvements and change management efforts to support organizational growth.
Technical Acumen - Must have a foundational understanding of the technologies within the DT space, and keen knowledge of at least one functional partner (Engineering, Operations) area working practices. Must be experienced leading the delivery of technical capability (SW/HW Dev, DT Operations, etc) within a program environment.
Qualifications You Must Have:
- Role typically requires a Bachelor's degree and 14 years of relevant experience, or an advanced degree and 12 years' experience; in lieu of degree, those with 18 years professional and relevant experience will be considered.
- Experience Leading teams in professional environments.
- Experience managing workforce planning and resource management
- Experience in project management
- Experience in financial management, either in financial portfolio or budget, including Annual Operations Planning
- Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer:
- Experience in Digital Technology (DT) Infrastructure and/or Computing technologies.
- Experience successfully presenting to executive leadership
- Experience in Information Technology, Engineering, or Program Environments strongly preferred.
- Experience managing teams in an Agile or DevOps environment
- Experience in Classified Environments, including Security requirements and controls
- Knowledge of DFARs, CMMC, RMF, DAAPM, and JSIG requirements and controls
- Experience with cyber and compliance hardening, process controls, and risk management
- Proven effective communication skills, with ability to influence and drive change
- Demonstrated ability to understand complex issues, develop effective solutions, and drive to timely resolution
- Ability to prioritize and manage conflicting tasks and initiatives
- Proven ability to lead, develop, inspire, and motivate a team
- Experience securely connecting labs to internal and external customers.
- Demonstrated success in leading change efforts
- BS in Computer Science or Engineering; Finance or Business advanced technical degree (MS, PhD) preferred.

The salary range for this role is 171,000 USD - 343,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
