Raytheon Legal Contracts and Compliance (LCC) is seeking an experienced corporate business lawyer with a broad background in international operations, transactions, governance, cross-border assignments, and compliance. Reporting to the Raytheon Senior Director and Deputy General Counsel - Strategy and International, this position will serve as Raytheon's legal lead for supporting Raytheon's global operations and deployment activities.

This position will be located in one of Raytheon's main office locations, with a preference for candidates with proximity to Dulles, VA, or Rosslyn/Arlington, VA additional viable locations are listed within the posting details.
The successful candidate will be capable of positively influencing a broad range of complex international legal, operational, transactional, regulatory, compliance, policy and business issues. The position will work closely with other Raytheon LCC, RTX business unit and corporate LCC colleagues, and business partners in many parts of the organization including colleagues in contracts, human resources/immigration, finance/tax, security, facilities, real estate, corporate governance, global ethics and compliance, global trade, Raytheon's internationally operating businesses, and Raytheon's domestically operating business that sell products and services internationally. The preferred candidate will have substantial legal experience advising on global operations, governance issues, cross-border deployments, legal and regulatory compliance issues, and transactions, and experience guiding businesses to address new legal and regulatory requirements, business challenges and global growth.
What You Will Do:
- Supporting the execution of Raytheon's international business objectives and contract execution by enabling and ensuring the compliant legal operationalization of Raytheon legal entities and branch offices, and deployment of personnel around the world.
- Serving as the Chair for Raytheon's Legal Entity Committee (LEC), a cross-functional network of professionals who support Raytheon's critical international business needs with legal entity and resource deployment solutions. Lead in evaluating the vast array of legal requirements to develop strategies and solutions aimed at compliant legal entity utilization and employee deployments. These efforts will include driving process improvements that ensure mistake-proofing, repeatability, and efficiency of these solutions.
- Advising on the legal aspects of government-to-government agreements (i.e., treaties, status of forces agreements, defense cooperation agreements, etc.) as they relate to Raytheon's global operations and deployment.
- Collaborating with the Raytheon Governance team, the Raytheon International Legal team, and RTX Tax, among other subject matter experts, to align on and facilitate the operational activities required to enable new and existing in-country legal entity compliance and operationalization.
- Assisting with and counseling on a broad spectrum of operational matters at dozens of existing non-U.S. legal entities, branch offices and with business registrations, all managed or supported by Raytheon, to maintain Raytheon's legal presence, and to ensure compliance with governance requirements, in countries around the globe.
- Additionally, the attorney in this position will support process development and improvement projects, and will select, engage, and manage outside counselors and other third-party advisors around the globe as required within company-established budgets.
- Ability to travel domestically and internationally as needed.
Qualifications You Must Have:
- Typically requires minimum 12 years of relevant legal experience in global operations and deployment, compliance, transactional and/or regulatory matters
- Law degree (JD) from an accredited U.S. law school
- Member of a state bar in good standing and in-house counsel registration following hiring
- Experience evaluating cross-border transactional structuring and requirements for a legal presence and operations in non-U.S. jurisdictions
- Ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

- Basic understanding of comparative law including the differences between common law and civil law jurisdictions
- Excellent writing, drafting, interpretation, and negotiating skills
- Strong leadership skills, sound judgment, and meticulous attention to detail
- Excellent interpersonal and communication skills, including for internal and reports, and executive level briefings
- Ability to interact effectively, collegially, and collaboratively in a team environment with multiple levels of the organization and maintain strong relationships with personnel within team, peers, internal clients including executives, and external customers
- Ability to learn quickly, influence senior leadership, work independently with minimal supervision
- Well-organized, with strong project management skills and the ability to prioritize and manage a high-volume workload (multiple projects at once) and drive issues to timely conclusion, provide timely responses, and set/manage deadline expectations
- Multi-lingual or comfortable with working with matters and people using many different languages, and around the globe
- Experience in aerospace and defense or high-tech industries
- U.S. Government contracts familiarity
- Active DoD Secret Clearance

The salary range for this role is 188,000 USD - 378,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
