Collins has an opportunity for an experienced professional to be a Command, Control, Communications and Battle Management (C3BM), Deputy Program Manager (DPM).
The DPM will have responsibilities that include technical solutions, program execution, customer engagement and growth across air, space, and other domains. The program area includes active task orders and pursuits associated with the Common Mission Control Center (CMCC), Air Battle Management System (ABMS) and other emerging C3BM efforts. Active task orders include program lifecycles from development to sustainment.
Responsibilities include, but are not limited to, financial, schedule, and technical performance, as well as the development and execution of coordinated on-contract growth strategies for air, space and other domains.
The DPM will be required to work on-site at RTX's Dulles, Virginia site to gain access to closed area spaces and networks.
The individual in this position must be willing and able to travel (U.S. locations), as required (estimated to be 20% of time).
Additional responsibilities include:
- Support PM in supervising the cost, schedule and technical performance of contractual responsibilities with activities occurring at multiple locations
- Works with cross-functional, cross-Mission Area and multi-company teams to translate customer needs and technology trends into cost-effective technical solutions for air, space and cyber domains
- Partner with functional leaders to successfully execute and achieve all program milestones
- Financial forecasting and planning activities including AOP and EAC reviews
- Development and delivery of briefings for customers and senior management
- Develops/sustains working relationships with Industry Partners and DoD/other Customers and serves as the contractor Point of Contact when the PM is not available
Qualification You Must Have:
- Must have a minimum of 8+ years of progressive experience with SW development and integration & test in a cloud-based environment for application in the air, space, and other domains
- Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience
- Extensive knowledge, experience SW development in a DevSecOps environment and capability delivery via CI/CD processes where team members are not co-located
- Experience applying AI/ML software capabilities to reduce man in the loop requirements for air, space, and cyber domain applications
- Experience successfully managing schedule, resources, and budgets across a dispersed program team
- Active and transferable Top Secret security clearance is required prior to start with the ability to obtain Sensitive Compartmented Information (SCI) and SAP program access after start
- U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer:
- Current Raytheon Level 4 PM (or PMP equivalent), EVMS Level 2, and R&O Mgmt certifications or the ability to complete training within 6 months of start
- Experience developing technical roadmaps for a customer with an initial capability product quickly & defines an architecture that can be expanded to mature and increase the capabilities of the initial deployment
- Managing efforts with substantial subcontractor content
- Experience in competitive proposal preparations
- Experience working C2 and Battle Management programs

The salary range for this role is 112,000 USD - 224,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
