Collins Aerospace, an RTX company, is looking for a skilled Chief Engineer to join the Precision Navigation (PNav) Air Traffic Navigation, Integration and Coordination System (ATNAVICS) team.

ATNAVICS is a highly mobile Ground Controlled Approach (GCA) system that provides air traffic services, including both radar and software services. It's an autonomous system that supports rapid Air Traffic Control (ATC) response that is easily transportable, can be setup in 60 minutes. The ATANVICS system is currently operational with the US Army and US Marines; the US Air Force is testing 2 systems, and the French Army has recently contracted for 4 new production-built systems. There is always a great variety of work occurring within the ATNAVICS engineering team to include supporting deployed systems, re-designing spares for obsolescence, making enhancements for existing systems on the hardware and software baselines, and supporting new production orders.

The ATNAVICS portfolio is comprised of a Lead CE responsible for the success of the overall ATNAVICS program, as well as individual CEs who are responsible for specific contracts. Each CE is responsible for the cost, schedule, and execution of all engineering tasks within their assigned contract and is the Engineering point of contact for the Program Manager. The CE should have a well-rounded background with the ability to drive tasks to closure on-time and within budget. The CE will need to support the team with prioritization, team building, and clear communication. They will need to be self-motivated to run the contract, while continuing to work in the team atmosphere of the product line. Each CE contributes data to product line engineering staffing, process tailoring, and leads proposals for future efforts etc. We are seeking a recognized technical leader committed to creating innovative and cost-effective solutions for our ATNAVICS product line, located at our Marlborough, MA facility.

What You Will Do
• Primary program engineering leadership POC within Collins team and with the individual contract customer counterpart
• Responsible for the entirety of engineering contract execution including technical budget, cost, schedule and metrics
• Determine & monitor technical priorities to meet cost, schedule & performance for the entire program
• Establish and maintain the program technical baseline, ensuring the product is optimized to meet the contractual needs and can be executed within program budget and schedule
• Monitor and trend staffing against planned work; proactively engage with engineering functions to ensure adequate resource assignment
• Ensure effective use of independent reviews and achieve on-time completion of all Program Engineering reviews
• Responsible for the Earned Value and/or financial management of the engineering content on a program
• Ensure proper Engineering Risk and Opportunity management (ensures Eng risks are captured, mitigation plans in place across IPTs)
• Provide cross-IPT technical leadership and coordination - Ensure Engineering leads assigned to program are engaged in all aspects of their contract

Qualifications You Must Have
• Minimum 8 years of experience in Systems, Software or Hardware engineering, including all phases of development
• Minimum 8 years experience in Engineering Leadership experience including leading or interfacing with cross-functional teams (engineering, business employees and suppliers)
• Experience in Earned Value Management System (EVMS), IMS, & IMP tools or equivalent for managing programs
• Strong knowledge in proposal development, particularly Basis of Estimate (BOE) development, and other contract deliverable artifacts
• Skilled presenter with prior responsibility for dealing with customers, management, technical staff, and internal / external organizations
• Experience in Risk and opportunity and scope management
• Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience
• The ability to obtain and maintain a U.S. government issued security clearance is required
• U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

• Current Risk and Opportunity Certification
• Prior ATNAVICS Experience
• Prior non-ATNAVICS radar experience and/or Air Traffic Software Experience
• Experience in Agile/Scrum environment
• Existing DOD Secret security clearance
• Current certifications in EVMS

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
