This Program Management role (Associate Director, OCS Value Stream Leader) is a key contributor in the Modular Open Systems Approach (MOSA) Payloads segment within Collins Aerospace Mission Systems' Open Communications Systems portfolio. The role's primary focus is to execute programs and win pursuits that grow the MOSA Payloads business, whose products and services consist of: Multi-Function Processor (MFP) Systems, Open Architecture Software Defined Radios (SDRs), Open Architecture Modules / Plug-In Cards (e.g., 6U/3U VPX, VNX+) and Modular software / firmware application 'skills'.

This is an on-site role. It is preferably located Cedar Rapids, Iowa but we may also consider Fort Wayne, Indiana, and Marlborough, Massachusetts.

What You Will Do

  • You will manage multiple programs through their life cycle: Pursuit and Order Capture, Design and Development, Produce to Deliver and Long-Term Strategic Business Plans
  • You will focus to meet delivery commitments, exceed customer satisfaction and growth plan
  • You will create cross-business product synergies to support business objectives
  • You will support development of strategic roadmaps for the future of the MOSA Payloads segment
  • You will oversee bidding and responses of winning proposals
  • You will maintain program cost, schedule, risk, support, manufacturing, and quality metrics
  • You will develop solutions in mitigation / prevention of program challenges
  • You will support development of product line investment business cases and new business growth strategies
  • You will identify requirements for key program pursuits and development of the product line
  • You will lead IPT decision making and applying critical thinking where incomplete data exists
  • You will communicate with leadership regarding matters of strategic importance
  • You will prepare and present value stream strategy, progress, and results

What You Must Have

  • Typically requires a University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience
  • Active and transferable U.S. government issued Top Secret Security Clearance is required prior to start date
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Proven experience and understanding of earned value management system (EVMS)
  • Experience with program execution of government contracts with the ability to guide a team through Request for Information, competitive proposals, negotiations, and contract award

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
