This Program Management role (Associate Director, Value Stream Leader (VSL) Management) is responsible for Advanced Manufacturing activities within Collins Aerospace Mission Systems' Open Communications Systems (OCS) portfolio. This role's primary focus is establishing manufacturing environments for OCS portfolio products as they transition from development to production. This role will also have accountability to completing the transition of Zfab component manufacturing to a new facility. The role collaborates with OCS product owners Products within the OCS portfolio include:
- Electronically Scanned Phased Arrays / Digital Multi-Function Apertures (MFAs)
- Multi-Function Processor (MFP) / Software Defined Radio (SDR) Systems
- Open Architecture Modules / Plug-In Cards
- Additive Manufacturing (AM) Radio Frequency (RF) microelectronics
This position is based in Cedar Rapids, Iowa.
What You Will Do
- Overseeing production line expansion projects, including construction cost / schedule, manufacturing readiness / relocation, digital infrastructure, and engineering support tasks
- Working with operations to establish and meet internal goals such as: production costs, scrap and inventory targets, component cost, output, and safety stock
- Leading Integrated Product Team (IPT) decision making and applying critical thinking where incomplete data exists
- Collaborating with engineering in the implementation of process improvements and product redesigns for cost reduction and producibility
- Creating cross-business product synergies to support business objectives
- Providing day to day business oversight to deliver to business commitments
- Focusing to meet delivery commitments, exceed customer satisfaction and growth plan
- Maintaining portfolio cost, schedule, risk, support, manufacturing, and quality metrics
- Developing solutions in mitigation / prevention of program challenges
- Championing product line investment business cases and new business growth strategies
- Establishing internal and external networks and effectively motivating a team
- Conveying vision to their IPT and stakeholders both inside and outside of the function
- Communicating with senior executive leadership regarding matters of strategic importance
- Preparing and presenting value stream strategy, progress, and results
Qualifications You Must Have
- Typically requires a University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience
- The ability to obtain and maintain a U.S. government issued security clearance is required
- U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
- Experience in Operations, Systems and Project Management, with experience leading and managing complex manufacturing operations environments and/or product / system developments
- Experience Earned Value Management System (EVMS)
- Experience with manufacturing operations and transitions from development to production

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
