Raytheon's Global Program Management team is seeking an Associate Director, Program Management to lead the business aspects of Saudi Arabia Localization projects. This senior leadership position requires collaboration with CONUS and OCONUS teams including Global Patriot PMO, GEM-T Product Line, Contracts, Finance, Engineering, Global Industrialization, Global Trade and Operations & Global Supply Chain. This position will report to the Global Localization Director.

In this role you must deliver on contractual and financial commitments, champion Raytheon's standards of conduct, is the in-country interface to the US Government and customers promoting the most effective results to meet customer needs and grow the business.
This position will be hybrid in Massachusetts.
The position will require periodic travel to Saudi Arabia
What You Will Do
- Lead, guide, and mentor project staff to develop and enhance business, financial management, and project management skills and to entrench and improve inter and intra team collaboration to maintain and grow the capability and capacity of the team.
- Facilitate continuous improvement, by the design, development, and implementation of projects to create efficiencies within the company.
- Support an environment that promotes sharing of best practice, information, and collaborative behaviors.
- Act in accordance with the company's Code of Conduct relating to professional organization behavior, maintaining confidentiality and health and safety.
- International and domestic business travel is necessary to perform this role.
- Lead a multi-disciplined team to include the Program Management Office, Core Execution Team (CET)s, Cross Business Team (CBT)s, and Subcontractors / Intra Organizational Transfer (IOT)s in the implementation and growth of the programs.
- Develop effective relationships with both US Government Integrated Fires Mission Command (IFMC) and Security Assistance Management Directorate (SAMD), and Qatar Emiri Air Defense Forces (QEADF) customers.
- Develop and implement strategies to efficiently plan a Follow-On Sustainment Case and implement contract vehicles to bridge potential contract gaps.
- Manage the day-to-day program processes and program management compliance measures including Export / Import (EX/IM), earned value, and R&O.
- Oversee the application of disciplined program management resources and processes, to ensure compliance measures including EX/IM, earned value, and R&O
- Interact with senior stakeholders on program status and direction.
Qualifications You Must Have
- Typically requires a Bachelor's Degree and a minimum of 12 years prior relevant experience, or an Advance Degree in a related field and a minimum of 10 years' experience.
- Experience working on Patriot programs
- Experience and technical expertise with complex and large weapon systems production.
- Experience in manufacturing, refurbishment and/or field operations management positions.
- Experience managing a $50-$100M a year program.
- Experience generating industry competitive cost proposals inclusive of Request for Proposal (RFP) review, Basis of Estimate development, R&O assessment, price-to-win, proposal review, approval, and submission within tight timelines.
- Experience in the use of business metrics, earned value, estimates at complete, risk and opportunity, quality, and planning.
- U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.
Qualifications We Prefer
- Degree in program management, business management, contracts, supply chain or related field.
- Experience on OCONUS programs.
- Experience in working with US Government customers: IFMC, Search Track Acquire Radiate Eliminate (STARE), Integrated Fires Capabilities Office (IFRCO), and Security Assistance Management Directorate (SAMD).
- Experience developing strategies for and/or executing program Sustainment efforts (Technical Assistance, Spares, R&R, Depot, Training, Logistics).
- Experience with planning, capturing and/or executing Offset Programs
- Experience in Integrated Product Development System (IPDS) Gates 4 and beyond.
- PM Level 3 Certification or ability to obtain Level 3 Certification within one year of being in role.
- Excellent financial acumen.
- Self-starter with a collaborative can-do attitude and ability to be an effective member of an international cross-functional team.

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
