Raytheon - Air and Space Defense Systems (ASDS) is seeking an Associate Director, Program Manager (PM) to provide leadership and direction for a family of mission capabilities on an Agile software development program within the Space Intelligence, Surveillance and Reconnaissance (S-ISR) Sub-Strategic Business Unit (SSBU). This position is responsible for growing a health customer relationship, aligning program priorities to customer needs and manage program cost, schedule, technical scope and security. This includes profit and loss (P&L) and annual operations planning (AOP) accountability for the program.

What You Will Do

  • Manage a program with significant subcontract labor
  • Demonstrate program management techniques (full Profit & Loss responsibilities), working in a matrixed environment with active customer engagement and supporting follow on production proposals
  • Develop, manage, and own Program Estimate at Completions (EACs)
  • Manage personnel management for Deputy Program Manager(s) on program
  • Provide leadership, direction, and implementation management of a medium sized DevSecOps program, to include Risk and Opportunity management
  • Develop and maintain excellent relationships with customer and Raytheon leadership
  • Actively lead and engage with cross functional teams focused on system modernization using using industry standard Agile/DevSecOps practices while working closely within the matrixed organization
  • Present program status to stakeholders, at all levels, utilizing business and project management resources and procedures
  • Set program priorities, resolve conflicts and barriers, implement gates and major reviews with the customer

Qualifications You Must Have

  • Bachelor's Degree in a related discipline (Science, Technology, Engineering, or Mathematics (STEM) preferred)
  • Minimum of 12 years of relevant experience in Program or Capture Management
  • Experience capturing new business/program(s), proposals, and customer engagement
  • Experience working in a Software Development, DevSecOps, Scaled Agile Framework (SAFe) environment (excluding production and hardware areas)
  • Experience leading cross-functional teams to include, but not limited to, any combination of the following: Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, etc
  • Experience with development and application of integrated master plan and schedule, Risk and Opportunity Management, Earned Value Management
  • Completion of Program Management Level 4 and Program Management Professional (PMP) certifications within 6 months of start date (contract requirement)
  • An active and in-scope TS/SCI U.S. government issued security clearance is required for consideration. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer

  • Experience engaging with stakeholder management to include executive leaders
  • Demonstrated experience working with Program Manager Best Practices; to include early capture milestones (strategy, bid approval, etc)
  • Demonstration experience of leadership competencies, especially influential communications, strategic thinking, cultivating creativity, collaboration, developing talent, customer focus, and encouraging results
  • Effective interpersonal skills especially in team building and customer relationships
  • Excellent verbal and written communication skills
  • Business savvy to proactively identify and resolve problems, quickly and efficiently
  • Experience working with software development processes and their application to program

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
