Shipboard Missiles, a sub strategic business unit within Naval Power is seeking an Associate Director (AD) for Standard Missile Production Obsolescence/DMSMS on the Naval Standard Missile Systems (NSMS) program. This is a highly visible and complex program within both Raytheon and the US Navy (USN).

The AD reports directly to the Sr. Director NSMS Production and is responsible for actively managing obsolescence across the portfolio. This role will require an individual to maintain and continue to strengthen our customer relationships and create future growth opportunities through those relationships.
The AD is a leader of leaders and is responsible for fostering partnerships with Engineering and Production IPTs. The Program Manager will assist in the development of tracking and status mechanisms to enable insight into obsolescence monitoring and mitigation activities. Additional partnerships with the USN, the program supply base and internal stakeholders, will drive successful program implementation and sustainment of a culture of proactive obsolescence monitoring and mitigation are required to enable adequate budgeting and technical cut-in of mitigation solutions. This role will also include interfacing across a variety of RMD programs that utilize common components and subassemblies. The Program Manager should be capable of managing P&L across multiple contracts and a variety of contract types (CPFF, CPIF, FFP) and numerous Technical Instructions (TIs). Additionally, the Program Manager will ensure alignment of obsolescence mitigation activities to the NSMS programs' growth roadmaps also ensuring with customer fiscal year funding plans, proposing and executing relevant DoD contracts, and obsolescence activities while supporting planning activities for future capabilities/production program cut ins. The AD partners w/ NSMS Senior Leadership to set strategy, vision and direction for successful program execution focused on overall product affordability, product integrity, on-time deliveries to enable near, mid-, and long-term business growth.
What You Will Do:
- Ownership of related profit and loss, AOP and financial performance commitments
- Coordinating and aligning interactions, dependencies, and transactions between NSMS Development and other impacted production programs
- Proposal development, Gate 4 and contract negotiations
- Program baselining, startup and Gate 5
- Develop and execute program growth strategies
- Understands and represents customer needs to leadership
- Partner with program leaders to shape/capture future acquisitions
- Build and maintain excellent relationships with the customer counterparts
- Actively manage risk, opportunity, cost, quality, and schedule performance
- Ability to travel domestically as needed

Qualifications You Must Have:
- A University Degree in an Engineering Discipline or equivalent experience and minimum 12 years prior relevant experience, or An Advanced Degree in a related field and minimum 10 years' experience
- Production Program/Project Management Experience
- Earned Value Management System Experience (EVMS)
- Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer:
- Program Management certification level 4 or ability to achieve within 6 months
- Current program access
- Ability to acquire additional clearances
- Experience with managing obsolescence programs
- Demonstrated proficiency managing cost, schedule, and technical performance for large scale programs with proficient use of program management tools
- Proven success creating and maintaining strong relationships with cross-program, cross-functional, and multiple customers
- Experience working with Navy and other customers on government programs (large/complex) with direct customer interfaces
- Experience developing and implementing execution, coordination, and growth strategies for franchise programs
- Demonstrated ability to work across business areas, manage diverse tasks, requirements and commitments and interface successfully with numerous disciplines
- Ability to thrive in an innovative environment with an emphasis on strategic planning for future program operations
- Ensure customer performance feedback and actions/requests are responded to in a timely, comprehensive, and accurate manner
- Working knowledge of metrics and demonstrated ability to forecast and manage financials

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
