The following position is to join our RTX Enterprise Services Team:

RTX has an opening for an Associate Director, Global Trade Lead, EDX (Enterprise Data & AI) (Associate Director, Legal Counsel). We are seeking a skilled and motivated Global Trade and Compliance Lead to join our team.

This role will be responsible for supporting the Enterprise Data Services organization at RTX to ensure that all international trade activities comply with relevant regulations and laws, particularly those pertinent to the AI and data sectors. Work closely with various organizations in addition to EDX to develop and implement strategies that minimize risk and ensure seamless international operations.

This role requires a thorough understanding of RTX global trade policies, export/import regulations, and compliance standards including the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)), sanctions, and the corporate policies and procedures with particular focus on how they intersect with digital environments and the movement of data.

What You Will Do:

Compliance Management:

  • Partner with Data/AI functional leadership while providing necessary compliance guidance,
  • Provide dedicated, ongoing support and design guidance for major data/AI initiatives
  • Monitor and interpret global laws and regulations pertaining to the export controls and sanctions, ensuring compliance with export, import, and customs laws, especially those related to AI technologies and data.
  • Develop and maintain internal policies and procedures to ensure adherence to trade compliance standards specific to the AI industry.
  • Conduct regular reviews, audits and assessments to provide guidance on the deployment of digital technology tools to protect and control access to data controlled under the ITAR, EAR, or other export control regulations.
  • Identify and mitigate compliance risks.
  • Keep abreast of developments related to government agencies and regulatory bodies as needed, particularly those overseeing AI and data governance.
  • Participate in RTX global trade initiatives and implementation efforts
  • Travel up to 10%

Documentation and Reporting:

  • Prepare and review trade compliance documentation, including shipping documents, certificates of origin, and licenses relevant to AI and data products.
  • Maintain accurate records of import/export transactions and compliance activities.
  • Generate reports and provide insights on trade compliance performance and trends, with a focus on AI and data.
  • Support ongoing evaluation of the efficacy of controls, identifying gaps, ensuring remediation and continually improving metrics, as well as occasionally supporting investigations & disclosures.

Training and Awareness:

  • Provide training for EDX, Corporate Digital Technology and Cybersecurity security personnel on export controls, sanctions, and corporate policies and procedures, emphasizing AI technologies and data-related regulations.
  • Participate in and influence councils involving Corporate and RTX Business Units, especially as related to data and AI.
  • Stay up-to-date with industry developments and regulatory changes, sharing relevant information with the team.

Risk Management:

  • Identify potential compliance risks, particularly those associated with AI technologies and data handling, and develop strategies to mitigate them.
  • Investigate and resolve any compliance violations or discrepancies.
  • Contribute to periodic reporting on compliance monitoring
  • Promote ethical behavior to meet business expectations.
  • Participate on and occasionally lead and influence committees of Global Trade professionals from across Corporate and RTX business units operating across a complex regulatory and systems landscape.

Qualifications You Must Have:

  • Typically requires 12+ years' relevant experience in compliance and SAP arena and a bachelor's degree in Computer Science, Technology, Engineering or Mathematics (STEM) or equivalent combination of related work experience and schooling; Advanced degree and 10+ years' related work experience
  • 7+ years' demonstrated knowledge and proven work experience in roles that ensure compliance with the ITAR, EAR, and U.S. Sanctions regulations.
  • Current U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract

Preferred Qualifications:

  • Experience in preparing or reviewing export licenses to the Directorate of Defense Trade Controls (DDTC) and/or Bureau of Industry and Security (BIS) and/or conducting investigations of potential violations of the ITAR or EAR.
  • Experience analyzing export controls and compliance aspects of digital systems and cybersecurity technology.
  • Strong understanding of AI technologies, data governance, and related regulatory frameworks and familiarity with the ethical considerations and data privacy laws impacting AI and data sectors.
  • Familiarity with export controls and sanctions in countries outside the United States (e.g., Canada, UK, Australia, etc.).
  • Juris Doctor preferred.

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
