The Emerging Capabilities portfolio in the Connected Battlespace Emerging Capabilities (CBEC) business has an immediate need for a Value Stream Leader (VSL) in our growing portfolio to lead the Common Tactical Edge Network (CTEN) Program. The CTEN program focuses on developing multi-domain heterogenous networks leveraged by multiple platforms.

This position will sit in El Segundo, CA, Cedar Rapids, IA, Arlington, VA or Marlborough, MA.

What You Will Do

  • Lead, manage and be accountable for all CTEN program efforts, including the primary customer interface during program execution
  • Responsible for meeting contractual commitments including financial, technical, and schedule performance for CTEN
  • Lead, manage and be accountable for related internally funded technology efforts - working with the Integrated Product Team (IPT) to define new IR&D projects annually
  • Perform regular program EACs, PMRs and IRAD reviews with an ability to brief senior leadership
  • Lead Raytheon, BBN and Collins cross functional teams across local and remote locations and time zones
  • Perform in leadership rotational responsibilities within the CTEN Consortium, serving as Program Manager
  • Ability to work professionally and effectively with other major companies that participate in the CTEN Consortium, representing the company in a variety of virtual and face to face planning and execution meetings
  • Direct and lead the business strategy and vision for the CTEN program aligned to the overall Mission Systems strategy
  • Participate and contribute to the Integrated Network Systems of Systems Critical Technology Area (CTA) overall strategic activities
  • Define and recommend the prioritization of related externally funded pursuits and IRAD funded efforts, working collaboratively with Business Development (BD) and Engineering
  • Be accountable for all Pursuit, Order, Capture related activities, leveraging the cross-functional IPT members including contracts, business development and engineering to grow the business
  • Accountable for key business activities such as completion of Strategic Segment Workshops and Road map development activities related to CTEN, with contributions to the Integrated Networks Systems of Systems Critical Technology Area artifacts
  • Direct and lead the business strategy and vision for technologies related to CTEN, coordinating technical execution and business strategic efforts across several business units; collaboration with several other projects is expected
  • Actively involved with Strategic Financial Planning and Annual Operating Plan processes for the Integrated Network Systems of Systems Critical Technology Area (CTA)

Qualifications You Must Have

  • Typically requires a University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience
  • Active and transferable U.S. government issued TS/SCI Security Clearance is required prior to start date
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Have experience with EVMS program management and Risk & Opportunity management
  • Have advanced or expert knowledge with a number of products and systems in the following areas: communications, datalinks, networks, waveforms, apertures, real-time data dissemination, open standards/architectures, system of system architectures, command and control in contested environments, position navigation and timing (PNT)
  • Ability to communicate with senior executive leadership regarding matters of strategic importance to the organization
  • Ability to deal with problems and issues that are complex and multi-dimensional, requiring a broad-based consideration of variables that impact multiple areas of the organization
  • Establish and implement critical functional strategies and operational plans for CTEN technologies
  • Ability to travel up to 20% of the time to support program meetings

Qualifications We Prefer

  • Preferred SAP-eligible in key technology areas
  • Have demonstrated ability to recognize, pursue, and capture discretionary offset opportunities (i.e. customer funded R&D) that directly supports business strategies via direct government support or through other contractors
  • Comfortable interfacing and communicating throughout the organization across different disciplines, as well as with different levels of leadership and different geographic locations
  • Have experience with leveraging efforts and technologies from other Collins Aerospace organizations

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
