Job Summary

The purpose of this position is responsibility for construction project delivery services within an assigned program/project to achieve BU construction project goals and requirements and that achieve RTX's strategic business objectives. Key project delivery focus areas include construction program development and project/program oversight, 3rd party construction project team management, reporting, project manager engagements, ensure successful delivery of project in accordance with agreed project governance controls.

Essential Duties and Responsibilities

In this role you will Interact regularly with BU client(s), Internal Stakeholders and Leadership Teams to ensure that project/program goals and objectives are established and achieved. Develops and implements action plans to correct variances. You'll anticipate and respond to the client's needs and concerns, manage and lead project management resources in the market and ensure a thorough understanding and implementation of operations, policies, and procedures. You'll formally engage and supervise internal and external variable project management resources.

Brief Department Description

RTX Project Delivery is part of the RTX Enterprise Real Estate Services organization. The Project Delivery Center of Excellence (COE) provides centralized project delivery services for capital construction projects across the organization. We utilize centralized process playbooks and platform tools to minimize project risk and delivery consistent results across all business unit and regional portfolios. We leverage project financial data to drive project analytics for benchmarking, gearing ratios and leveraged purchasing opportunities to drive value and saving into our projects.

Job Description

The purpose of this position is responsibility for project delivery services within an assigned program to achieve BU construction project goals and requirements and that achieve RTX's strategic business objectives. Key project delivery focus areas include program development and project oversight, reporting, project manager engagements, successful delivery of project in accordance with agreed project governance controls.

Essential Duties and Responsibilities

In this role you will:

  • Interact regularly with BU client(s), Internal Stakeholders and Leadership Teams to ensure that construction project/program goals and objectives are established and achieved.
  • Manage and hold accountable the relationship with selected 3rd Party Project Management provider for delivery of outsourced projects.
  • Develops and implements action plans to correct variances.
  • Anticipate and respond to the client's needs and concerns,
  • Manage and lead project management resources in the market and ensure a thorough understanding and implementation of operations, policies, and procedures.
  • You'll formally engage and supervise internal and external variable project management resources.

The role is also responsible to:

  • Direct all phases of construction project management including procurement/contracting, initiation, planning, execution, monitoring, controlling and closeout phases of the project. Key focus areas include scope, budget, schedule, quality and risk management.
  • Develop new project engagements with BU from project concept through project completion utilizing a Variable Project Management (VPM) model with a three-phase approach; 1. Project Initiation, 2. Planning/Funding and 3. Project Execution.
  • Exhibit a complete understanding of company's corporate governance policies and procedures. Responsible for ensuring corporate governance policies and procedures are adhered to within work group.
  • Ensure accurate, timely, and compliant contract procurement, contract negotiation, contract execution, contract administration, and closeout. Contracts include RTX's agreements, client/vendor agreements, company/vendor and supplier agreements. Monitors adherence to policies and procedures regarding internal governance and controls.
  • Oversee the preparation of accurate, timely, and complete reports to the BU client and Facilities Project Delivery group.
  • Provide leadership direction and management to the department and staff. Acts as mentor to foster and develop a high-performance team supports staff in areas of staffing, selection, training, development, coaching, mentoring, measuring, appraising and rewarding performance and retention. Leads by example and models behaviors that are consistent with the company's values

Required Skills

  • At least 10 years of experience in corporate construction management to include managing multiple projects from $500 K to $3 M projects and 3rd party project teams for real estate construction projects.
  • At least 10 years prior experience actively managing and directing 3rd party construction project delivery services.
  • At least 10 years experience and in-depth knowledge of project financial terms and principles with the ability to analyze complex business/financial data and develop innovative solutions.
  • At least 10 years experience executing all phases of construction project management including programming and project development, capital funding requests, procurement/contracting, initiation, planning, execution, monitoring, controlling and closeout phases of the project
  • At least 10 years experience identifying complex project risks, leading constructability reviews, developing risk mitigation and contingency plans, and implement action plans to reduce or eliminate project risks for client and company

Work Authorization Status:

  • The ability to obtain and maintain a U.S. government issued security clearance is required.
    U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer

  • Ability to respond effectively to the most sensitive issues and make effective and persuasive presentations to employees, clients, top management and/or public groups.
  • Requires excellent analytical and quantitative skills with proven experience in developing strategic solutions.
  • Strong technical aptitude and experience with MS Office suite especially MS 360, MS Project, and Excel, PowerPoint, and Word
  • Knowledge of Enterprise level software systems such as PeopleSoft, and Work-Day
  • Ability to respond effectively to the sensitive issues.
  • Ability to solve advanced problems and deal with a variety of options in complex situations.

Required Education and Experience

  • This role typically requires a Bachelors' degree in: Engineering, Architecture or related field and a minimum of 12 years of related progressive experience and/or training or an advanced degree and 10 years of experience

  • LEED AP
  • PMP (US and/or Canada)
  • CCMork

Location: Hybrid based near an RTX hub ( Des Moines IA, Dallas Tx, Tucson AZ, Hartford CT. Boston/Andover MA or Remote based in the continental United States.

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
