As a Contracts Manager working as an individual contributor, you'll have the opportunity to manage the full range of the contract management proposal acquisition life cycle. In this role you will be supporting dynamic contracts with numerous internal (geographically disperse) and external customers as a critical partner with the Program and Proposal Management Offices. The contracts range from small trade studies to large Development programs. This position will be supporting both classified and unclassified contracts.

What you will do
In this role, the individual will be responsible for participation in the requirements analysis of Request for Proposals (RFP) (competitive and sole source) / Broad Agency Announcements (BAA), proposal strategy reviews and coordination, contract negotiation, contract administration, non-disclosure agreements, and other business agreements. Our contracts are Cost Plus Fixed Fee (CPFF), Cost Plus Fixed Fee - Level of Effort (CPFF-LOE), Firm Fixed Price (FFP), Firm Fixed Price - Level of Effort (FFP-LOE), and Other Transaction Agreements (OTA).
Responsibilities will include working as a collaborative team member with Program Managers, Engineering, Finance, Supply Chain and Legal to construct and submit proposals to win new business; negotiate price and terms; advise management of contractual rights/obligations; and manage contracts after award.
Additional Responsibilities to anticipate include:
Interface with customers for correspondence, contractual changes and contractual issues. Influence others through the explanation of facts, policies and practices. Investigate and resolve contractual matters by critically thinking, gathering detailed information, seeking innovative contracting techniques, and proactively collaborating with relevant stakeholders. Provide advice/guidance on contractual rights/obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes. Review proposals to ensure proposed solutions meet customer requirements, represent a balanced risk/opportunity posture and deliver a financially sound business case while meeting company policies and standards. Work with local DCMA/DCAA on government contracts.
Success in this position is defined as being a business partner with the assigned teams. Enablers for success include being able to effectively multitask; familiar with DoD contracting; and demonstrate good communication skills to be able to interface with all levels of internal and external customers.
Required Skills:
Typically requires a University degree and 8 years of stated work experience or an Advanced degree and 5 years experience.
A US citizen with an active Final DoD Secret Clearance within the last six (6) years as of day 1 of employment with the ability to be accessed to multiple programs.
Experience reviewing RFPs, proposals and contractual documents for contractual requirements and risks, ensure proposed solutions meet customer requirements and meet company policies and standards
Experience in performing as key contributor during the pre-proposal strategy, proposal development, negotiation and start up phases of programs
Experience with multiple contract types (CPFF, FFP, FFP-LOE, T&M, OTA) that are governed by FAR, DFARS and/or other Agency Supplements.
Desired Skills:
An active Top Secret clearance.
Experience working in classified areas.
Experience developing and maintaining high-performance relationships with internal and external stakeholders and customers
Experience working competitive pursuits in excess of $100M.
National Contract Management Association (NCMA) certification
Demonstrated ability to use clear and concise written and verbal communications

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
