OVERVIEW OF TEAM:

The Royal Caribbean Global Ecommerce division is excited to bring on motivated team members to be part of our new Agile Program Management Office (APMO).

The Agile PMO is an organizational function responsible for oversight and governance of our value streams. Our focus is to foster operational excellence as part of our lean agile transformation. The journey begins with strategy and investment funding to ensure everything is designed to meet targets for the Global Ecommerce portfolio of products and projects. The APMO then promotes agile operations and uses decentralized program execution and operational superiority. Throughout the process, the APMO provides program level reporting, program risk management, operational standardization, program maturity tracking, program dependencies mapping, and program spending governance.

POSITION SUMMARY:

The Program Governance Manager is crucial member of a cross functional APMO team that provides oversight and governance of our vertical and horizontal value streams. Within these value steams, global ecommerce has vast of array of product and project teams that operate in an agile delivery methodology. The APMO is a lean operational excellence team that provides the 'right-size' support for our empowered values streams. We do not believe in a top-down stage gate waterfall process that can slow down the delivery of capability to our customers. Our team understands and promotes the need to synchronize the way we work without slowing down the agility needed within the value streams to pivot and deliver fast.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The APMO Lean Portfolio Management team (LPM) is responsible for guiding the Global Ecommerce department to an optimized delivery of value. Our tailored portfolio management framework provides an operating model that allows us to prioritize, track, deliver, and measure product and enabler epics connected to Objectives & Key Results (OKRs).

Essential duties and responsibilities of the APMO Governance Manager include:

  1. Govern the Portfolio Roadmap
    • Track the intake, triage, and maintenance of key initiatives for portfolio backlog in Jira using epics
    • Partner with Product Managers & Product Owners to maintain team-level roadmaps that feed into portfolio level reports
    • Ensure visibility of large or high visibility initiatives in the portfolio roadmap
    • Conduct ongoing roadmap analysis and partner with eCommerce leadership to define solutions to better align with OKRs


  1. Build and maintain key relationships with Value Stream and Portfolio leadership
    • Create trust and open communication to work towards solutions with leadership
    • Establish yourself as an unbiased, transparent, and reliable manager in eCommerce
    • Influence the adoption of lean portfolio management best practices
    • Be a lean thinker - recommend practical and efficient portfolio solutions


  1. Facilitate and oversee the definition of quarterly Objectives and Key Results (OKRs)
    • Partner with product, business intelligence, and leadership to define OKRs
    • Create and oversee the execution of a timeline for our OKR cycle
    • Send out weekly reports on progress towards OKR completion
    • Build and maintain OKR documentation in confluence
    • Own and manage the OKR dashboard to show progress & linkage to epics


  1. Coach our teams on our standardized hierarchy of work (epics > features > stories)
    • Epic Creation and Intake: Facilitate new epic requests, connecting the required teams that will begin drafting and breaking down requirements
    • Coach teams on how to build solid business cases tied back to our OKRs
    • Ensure that Epics are complete (hypothesis, lean business case) to jumpstart discovery and decomposition discussions with Product, UX, and Engineering representatives.
    • Identify and document all the teams needed to deliver an epic
    • Monitor and report on the utilization of our work structure hierarchy - identifying areas for improvement, defining action plans, and overseeing their execution


  1. Lead the core Lean Portfolio Management ceremonies
    • Facilitate the Lean Portfolio Sync
      • Provide an OKR progress update
      • Review latest progress of the portfolio roadmap
      • Surface issues, risks and opportunities to pivot or improve


    • Lead the Quarterly Business Review
      • Coordinate multiple disciplines leaders to provide a readout of the previous quarter's portfolio performance
      • Share the new OKRs for the next quarter
      • Conduct a collaboration session to ensure roadmaps alignment to new goals

  1. Partner with our BI and Communications teams to provide operating committee updates for the VP of eCommerce


  1. Participate in monthly Value Stream Updates & Delivery Team Syncs, helping those teams connect the dots across the portfolio


  1. As urgent portfolio level issues are identified, take action by pulling the relevant players into calls to resolve


  1. Help bridge the gap between eCommerce and closely related departments - aligning priorities and roadmaps where possible


  1. Provide oversight and governance of procurement kanban board as it relates to the tracking of key initiatives in our Portfolio Roadmap.


  1. Partner with the APMO to maintain the integrity of our team structure diagrams


  1. Collaborate with Finance to maintain visibility into the cost structure of our development teams


  1. Occasionally builds and presents custom, and ad hoc, APMO reports and dashboards to support governance oversight.


  1. Manages dependencies across delivery dates and key initiatives, connecting the dots across the .

Ecommerce Portfolio.

  1. Collaborates with internal and external constituents, including vendors, to meet common goals and resolve conflicting issues.


  1. Applies subject matter expertise in the execution of assigned functional responsibilities; remains current with industry trends.


  1. Performs independently, and proactively collaborates internally and externally to solve technical and business problems.


  1. Leads others, either directly or indirectly, and is accountable for the results of the APMO team.

FINANCIAL RESPONSIBILITIES
  • Solid understanding of accounting rules for expense and capital activities
  • Solid understanding of IT estimation activities
  • Provides budget governance support, working closely with financial team.
  • Manager will lead and facilitate the lean portfolio budget guardrail syncs with the guidance of the Director Program Delivery.

  • Manager will be responsible for identifying opportunities, leveraging innovation, and developing strategies to stay lean and cost-effective as an APMO team.

QUALIFICATIONS:
  • Requires a Bachelor's degree (Master's degree preferred) in area of specialty, or equivalent experience.

  • Minimum of 7 - 10 years' experience in the field or in a related area

  • Relevant training or certification in product management and/or degree in a relevant field

  • Relevant training or certification in agile methodology is a plus.

KNOWLEDGE AND SKILLS:
  • Superb communication and presentation skills
  • Experience using Atlassian tool suite to track agile delivery (Jira, Confluence, etc.)
  • Experience in leading or directing the work of project teams.
  • PMO governance experience is a plus.
  • Well versed in program management techniques, processes, tools, and methodologies
  • Well versed in agile delivery methodologies
  • Must have demonstrated experience utilizing project plans, issue logs, risk/mitigation strategies.
  • Demonstrates strong knowledge and capabilities across specific area of responsibility.
  • Proven ability to collaborate with technical peers and management; ability to work with all levels of the organization.
  • Capable of making independent decisions that impact IT and/or related program delivery.
  • Accepts accountability and manages execution of individual and project team results.
  • Demonstrates a wide degree of creativity with strong analytical and problem-solving skills.
  • Must have ability to adapt to shifting priorities and align activities to meet organizational goals.
