The Manager, Quality Management will oversee the daily operations of the Quality Management department and report directly to the Sr. Director of IT Applications & Data Solutions.
The Quality Management department is dedicated to enhancing PJM's solutions by fostering a culture of quality, compliance, and continuous improvement. This includes developing and enforcing best practices in software and infrastructure testing, refining testing standards and tools, and ensuring comprehensive training for testers, including non-professional testers. The role is also responsible for driving the evolution of testing practices in response to emerging technologies and industry advancements.

Essential Functions:
- Develop and maintain testing methodologies: Establish, update, and enforce effective testing practices and processes throughout the solution development lifecycle to ensure consistent quality standards.
- Lead continuous QA process improvements: Drive ongoing improvements in PJM's software development and testing processes, focusing on the adoption of best practices, tools, and technologies, including automation, to enhance overall quality.
- Manage staffing, resource allocation, and budget: Oversee the staffing strategy, including the coordination of internal and contractor resources to support high-priority projects. Work closely with IT and business leadership to optimize resource allocation, manage prioritization, and ensure effective budget utilization to meet quality objectives.
- Foster team development and skill enhancement: Identify and address skills gaps, ensuring the team has the necessary competencies to support evolving testing needs. Promote training and professional development opportunities to maintain a high-performing team. Support possible skill development for SMEs to need to do testing as well.
- Maintain relationships with stakeholders: Build and nurture strong relationships with IT, business product owners, and project stakeholders to ensure alignment on quality goals, effective execution of quality services, and successful delivery of quality-driven projects.
- Ensure quality goals, metrics and objectives are met: Establish enterprise quality metrics and collaborate with project teams and stakeholders to ensure proper test planning, estimation, and track alignment to quality metrics and targets.
Characteristics & Qualifications:
Required:
- Bachelor's Degree in Computer Science, Business Administration or equivalent work experience
- At least 5 years of experience in creating and establishing technical processes
- At least 5 years of experience in quality assurance processes and procedures
- 5-10 years of leadership experience in a managerial/supervisory role.
Preferred:
- Master's Degree in Business Administration
- Experience with PJM operations, markets, and planning functions
- Experience in testing software systems and formal testing process including HP Quality Center
- Experience in using the development and management of test plans, test cases, scenarios, & scripts
