The Director, Modeling & Resource Adequacy will be responsible for working with the VP, Planning on identifying the strategic direction and decisions of the company as they relate to planning modeling and resource adequacy. The position will have responsibility for the following departments: Transmission Modeling, Generator Modeling & Dynamic Studies and Resource Adequacy & Capacity Expansion Planning.
This position leads the vision of PJM's Planning efforts by overseeing assessment of the long-term resource adequacy of the PJM System by creating and maintaining accurate models, performing grid reliability studies, evaluating resource performance and developing long-term peak demand and energy forecasts. The position provides technical and business support to the Planning Division, the organization, and the PJM membership in addressing PJM planning and engineering issues.

The position will provide the management and vision necessary to ensure that the company has the proper operational controls, administrative and reporting procedures, and "people systems" in place to effectively grow the organization and to ensure the company's operational strength and operating efficiency. The position will work very closely with the VP, Planning and the Board of Managers to develop the appropriate organizational structure and staffing amidst the fast-paced changes of the electric industry. The position will keep pace with the demands of a rapidly growing business, anticipate problems and synthesize appropriate solutions, and provide the administrative leadership necessary to effectively implement these initiatives.
In support of the Company's vision and mission, the position will benchmark and measure the ongoing effectiveness of various internal systems, and provide timely, accurate and complete reports on the operating condition of the company.
Essential Functions:
- Through the managers, oversees the Modeling & Resource Adequacy staff responsible for the development of the RTEP and the resource adequacy process
- Supports the activities of PJM or industry committees or task forces involving issues related to planning and engineering, including interregional planning
- Support may involve serving as representative, liaison, chair, or coordinating the preparation of studies, analysis, or recommendations when and as required
- Oversee all modeling functions as they relate to the RTEP including all case building, generator modeling, & transmission topology
- Coordinate data within the division and external with other areas of the business to ensure robust data accuracy throughout the organization
- Perform the RTEP dynamic studies annually and complete ad-hoc dynamic evaluations on an as-needed basis to support ancillary processes such as necessary studies
- Develop the capability to conduct advanced analyses as required by an increasingly complex system
- Oversees the annual long-term load forecast, generator accreditation process, and capacity expansion methodology in support of the RTEP and long-term planning process
- Coordinate with other divisions to drive efficiencies and accuracy in the aforementioned
- Monitors and analyzes existing study methods and promotes the development of new methods and the introduction of improved and emerging technologies
- Develops and implements the capability to perform adequacy and reliability assessments for the PJM system
- Manages large and complex engineering assignments that support present and future needs of the PJM System
- Manages and coordinates the development of recommendations to PJM and member company management based on detailed knowledge of engineering industry criteria, practices, and government regulations for the development and implementation of new bulk power facilities, programs, procedures, and policies
- Applies working knowledge of the PJM agreements, planning criteria, and operating instructions as they affect planning, operation, and analysis of the interconnected bulk power generation and transmission systems
- Instructs, leads, assigns work, or provides technical assistance/training to lower level technical/professional personnel as required
- Prepares reports and presentations as necessary to support activities associated with the Planning Division
- Plans and manages education and staffing to assure availability of resources needed to provide expected services
- Networks with its associate ISOs to advance the ISO agenda
- Retains staff in a marketplace with an exponentially increasing demand and limited resources to meet the evolving need
- Establishes policies that will ensure network security
Characteristics & Qualifications:
Required:
- Bachelor's Degree in Electrical Engineering, Engineering or equivalent work experience
- 10+ years of leadership experience in a managerial/supervisory role
- At least 8 years of experience related management experience, involving supervision of staff in the performance of planning, engineering, and/or operations responsibilities
Preferred:
- Master's Degree in Business Administration
- Experience with PJM Agreements and Tariffs
- Experience with PJM operations, markets, and planning functions
- Experience supporting any of PJM Committees
