Position Summary
The Senior Project Manager (SPM) is a position in the Procurement Services Unit under the Finance & Administration Division. The incumbent reports to the Associate Director of Procurement Operations (Procurement Excellence) and will support Procurement as well as the broader F&A division in the implementation of projects of strategic priority and collaboration, including advising on relevant decision-making and developing relevant organization-wide training and communications, as well as reports, dashboards, and presentations for PCORI leadership. The SPM will train, support, and collaborate with Budget Managers, Chiefs, Deputy Executive Directors, and other employees across the organization to enhance the understanding of procurement, its policies and strategic activities like annual procurement planning. The SPM will work closely with the Associate Director of Procurement Operations and the rest of the Procurement Excellence team, the Procurement Director, the Chief Financial Officer, the Finance Director, as well as numerous other colleagues in Operations (especially in DIGITAL and Finance) to drive cross-team collaboration to support departmental and organizational goals for financial stewardship, data efficiency, and system alignment. Finally, the SPM will work with the rest of the procurement team to deploy policy updates via organization-wide communications and system upgrades, identify and eliminate bottlenecks in relevant systems, and improve performance metrics in the procurement process. Overall, the SPM will partner with all internal business partners to drive excellence in procurement and overall business processes and to deploy needed change and solutions in support of departmental priorities, strategies, and objectives. This individual will collaborate with the Associate Director of Procurement Operations and serve as a lead and liaison for various activities, as driven by organization, division, and unit priorities, in service of driving process efficiencies, creating operational scale, technology enhancements, and leading strategic projects & initiatives. Other responsibilities include developing and maintaining efficient business processes for the Procurement, supporting business operations, and monitoring efforts (e.g., visuals, reports, dashboards, identifying areas for more training), and managing special projects. The successful candidate should be a self-starter with proven project management and organizational skills and possess technical proficiency working with a variety of tools. In addition, the candidate should be a strategic and creative thinker with excellent attention to detail, superior written and verbal communication skills, strong analytic capacities and professional judgment. They should be results-oriented, collaborative, and resourceful.

Job Duties and Responsibilities
Project Management
• Provides strategic and impactful project management support of multi-faceted and collaborative initiatives and leads the project management cycle of special projects. May include:
- Advising and supporting Associate Director of Procurement Operations on strategic decisions regarding the team's ongoing initiatives, priorities, and next steps.
- Scoping and managing new strategic projects (using, among others, tools like Asana, Gantt charts, cross functional communication).
- Identifying areas of improvement or opportunities for efficiency and working collaboratively with key stakeholders to propose solutions.
- Measuring, tracking, and reporting on value realization, performance metrics, and customer satisfaction relative to procurement projects delivered
- Developing and maintaining project tracking tools, monitoring progress of projects against key milestones to ensure timely delivery of work products and providing key progress updates throughout the timeline to stakeholders.
- Ensuring relevant parties remain knowledgeable of project direction and progress made, including by identifying key issues, problems, approaches, timelines, and resources required, as well as offering recommendations. May also include creating, updating, and distributing reports.
- In collaboration with other members of the Procurement Excellence team, creating agendas, slides, or other visual documents, capturing meeting notes, and tracking action items from meetings with internal partners and any external entities.
- In collaboration with other members of the Procurement Excellence team, maintaining and sharing accurate project files (e.g., centralized resources, templates, etc.) and internal documentation.
- Serving as a liaison to teams across PCORI to ensure effective and efficient information transfer on activities
Training
• Identifies and surveys stakeholders to further refine training needs and assists in analyzing and assessing training and development needs for individuals and departments.
• Develops training presentations, multimedia visual aids, training reference materials, handouts, communications, and evaluations, in partnership (as needed) with cross-functional partners and stakeholders, and with the support (as needed) of the rest of the Procurement Excellence team.
• Facilitates and delivers compelling presentations to individuals and teams across the organization, including internal business partners, Budget Managers, Chiefs, Deputy Executive Directors, and other high-level PCORI leadership, related to Procurement and cross-operational initiatives.
• Plans and carries out training logistics, including scheduling, booking space, AV needs, catering, etc., as needed.
• Conducts effective new hire training sessions.
• Leads and/or supports procurement-related communications and messaging related to strategic projects and cross-operational initiatives.
• Participates in continuous improvement planning, goal setting and measurement. Recommends actions by analyzing and interpreting data and making comparative analyses based on knowledge of current and planned continuous improvement activities.
• Manages workstreams and projects aligned to the Procurement, F&A, Operations, and PCORI Strategy, including training & communications.
• Proficient in all Microsoft software applications including PowerPoint, Excel and Microsoft Office
Communication and Collaboration
• Build and develop relationships with all employees across the organization for increased buy-in, efficiency and effectiveness of existing and emerging initiatives and operations.
• Designs, prepares, facilitates, and evaluates organization-wide communications, trainings, and presentations.
• Prepares data and dashboard-based reporting, analysis, and briefings for PCORI's leadership team on a monthly, quarterly, and annual basis, as well as ad-hoc/as requested, with minimal support.
• Represents Associate Director of Procurement Operations and reports out at select leadership meetings as needed in his/her absence.

Required Experience
• A master's degree or a combination of education and requisite experience. At least 5 years of project management and/or analytical experience.
• 3-5 years of Training and Development experience
• Preferred: Certified Lean Six Sigma Green Belt or higher
• Preferred: Project Management Professional (PMP) Certification
• Preferred: Experience in Corcentric/Determine or similar contract repository software
• Preferred: Experience using Asana or similar project management tools, both for project management and for trackers and dashboards.
• Skilled in preparing instructional aids and plans
• Advanced experience in MS Office Suite, especially Outlook, Excel, and PowerPoint.
• Experience handling and managing multiple projects and priorities effectively, including superior time management and organization.
• Knowledge or background in nonprofit administration, public administration, or operations a plus.

Compensation and Benefits
Salary Range: $100,000 - $128,000
The above range represents the salary range expected for the position; however, final offers are based on several factors such as the position's responsibilities; the candidate's experience, education, and skills; location; travel required; and current market conditions.
Subject to the terms and conditions of the applicable plans then in effect, eligible employees may participate in PCORI-sponsored medical, dental, vision, and basic life insurance plans for the employee and the employee's eligible dependents.
