We are currently seeking a Sr. Bilingual Business Analyst to join our team Remote based anywhere in Canada.
Project Summary:
We are seeking professional services from one Business Analyst Level 2 resource to assist the project in various Stage 4 Execution tasks. You will develop operational documentation for the Government of Canada Secret Infrastructure (GCSI) and GCdocs process improvements based on requirements gathered from stakeholder sessions with client branches/regions and update the Concept of Operations (CONOPs) to address identified gaps. You will manage the transition of the GCSI project from implementation to operations. You will also work closely with the Project, Client Engagement and Operations teams to ensure a seamless rollout of the GCSI solution, addressing any last-minute requirements or issues to minimize disruptions.

Job Description:
- Develop and update Government of Canada Infrastructure (GCSI) Project and GCdocs operational processes for the creation, storage, access, management, sharing and transmission of information.
- Update the current Concept of Operations (CONOPS) for the GCSI Project and GCdocs including procedures on security, hardware decommissioning, and asset management.
- Facilitate sessions with project stakeholders, collect and document requirements for application development and reporting.
- Plan and implement processes based on gathered requirements.
- Analyzing the requirements, designing appropriate processes, and overseeing their execution to ensure they meet the specified needs of various branches/regions.
- Analyze data and identify gaps or patterns in the processing of Government of Canada Infrastructure Project accounts.
- Document and manage the transition activities from project to operations, focusing on infrastructure elements.
- Creating documentation, conducting review sessions, and implementing handover processes.
- Develop and update documentation for new and existing applications or reports.
- Oversee system and user acceptance testing including test planning, execution, and documentation of test results.
- Initiate and coordinate Government of Canada Infrastructure (GCSI) account activation activities with branches/regions and GCSI operations teams.
- Oversee the activation process, ensure timely communication with clients, address any issues, and confirm that all requirements are met.
Basic Qualifications:
- Minimum of 7 years of experience working as a Senior Business Analyst.
- Minimum of 3 years of experience working with GCDocs within the last seven years.
- Must have proven experience working with Government of Canada Secret Infrastructure (GCSI).
- Must have experience with updating the Concept of Operations (CONOPS) and other operational documents.
- Must be fully bilingual (English & French).
- Currently hold a valid Federal Canadian Secret Security Clearance.
- Experience working within the Public Sector/Federal government.
- Must have a Canadian university degree or college/CEGEP diploma related to Computer Science, Information Technology, or Engineering or equivalent. A copy of the degree or diploma must be provided if requested.
- Experience with tools, such as: BPWin, Oracle CASE, Rational Rose or RUP considered an asset.
Required Skills:
- Develop and document statements of requirements for considered alternatives.
- Perform business analyses of functional requirements to identify information, procedures, and decision flows.
- Evaluate existing procedures and methods, identify and document items such as database content, structure, Application subsystems.
- Define and document interfaces of manual to automated operations within Application subsystems, to external systems, and between new and existing systems.
- Establish acceptance test criteria with client.
- Support and use the selected departmental methodologies.
