What You'll Get to Do:
As an integral part of our Airborne Multifunction Sensors Division - Airborne Surveillance Business Unit you will be System Engineering (SE) section leader (Systems Engineering Manager 3) and will be responsible for leading a team of approximately 45 Multi-discipline Systems Engineers and will be based out of our Linthicum, MD location and will require 100% on-site work.
The Systems Engineering manager 3 will be expected to perform productive (direct charge) work on programs in addition to functional management duties. It is anticipated that given the size of this organization, the split between functional and program duties will be approximately 30/70, on average.
Functional Roles & Responsibilities:

Ensure adherence to standard systems engineering processes.

Provide staffing to programs with systems engineering competencies.

Manage workload forecasting, hire/develop new systems engineering talent.

Lead subordinates based on goals, objectives, and company policies.

Prepare, manage, and conduct performance reviews.

Manage department budget and support compensation planning.

Support proposal activities (lead, technical/management volume development, Basis of Estimate (BOE) development/defense).

Program Roles & Responsibilities:

Manage systems engineering support to programs.

Provide System Engineering Integrated Product Team (IPT) leadership and perform/support risk development and management.

Lead and support requirements analysis.

Manage and develop functional baseline allocations.

Support writing specifications (e.g. RFIs/RFQs/RFPs), ICDs, systems engineering work scope, design reviews (e.g. SRR, SDR, PDR, CDR, TRR TIMs, etc.) and capture/proposal activities.

Develop systems engineering documentation (SE plans, models, and other CDRL deliverables)

Develop and maintain relationships with internal and external customers, homerooms and sectors.

Ensure training to staff on Systems Engineering Tools (MATLAB, C/C++, Java, Python, DOORS, Rhapsody, Cameo, etc.) required to support their programs.

This position is contingent upon the successful transfer of an active DoD Secret Clearance and the ability to obtain Special Program Access (SAP) prior to start.
Basic Qualifications:

Bachelor's degree with 9 years of experience, a Master's degree with 7 years of experience or a PhD with 4 years of experience in Science, Technology, Engineering or Mathematics or related technical fields.

U.S Citizenship is required.

An active DoD Secret Clearance.

Ability to obtain Special Program Access (SAP) prior to start

4 years of experience managing systems engineering practices and providing program leadership

Experience with Radar design systems engineering process and procedures.

Experience in developing system/subsystem architectures, requirements, and interfaces

Demonstrated ability to lead diverse system teams and attract, recruit, and develop top talent.

High proficiency in technical problem solving, to include decomposition, solution development, implementation, root cause analysis, and monitoring.

Working knowledge of DOORs, Cameo, MATLAB Python, and/or C++

Preferred Qualifications:

Advanced degrees in Science, Technology, Engineering or Mathematics or related technical fields.

Active DoD Top Secret Clearance or higher

Descriptive modeling with SYSML, UML, and DoDAF experience

Experience developing and presenting technical documentation and briefings to the customer and organization leadership.

Experience with new business development and proposal management, from capture planning to proposal delivery

Salary Range: $178,500.00 - $267,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
