Northrop Grumman's Defense Systems sector is currently seeking a Supply Procurement Specialist (Level 2) to support our Rocket Center, West Virginia location. Remote telecommute options may be considered for the right candidate.
Rocket Center, WV is located along the North Branch Potomac River in Mineral County, West Virginia and is home to the Allegany Ballistics Laboratory (ABL), a government installation operated by Northrop Grumman. Known for its scenic mountain landscapes, rolling hills and state parks, the region offers a multitude of outdoor recreational opportunities to include hiking, mountain biking, skiing, fishing, hunting and whitewater rafting. The Supply Chain Procurement Specialist is responsible for sourcing and acquiring goods and services of a commodity nature from various suppliers. This role involves initiating Requests for Quotations and Proposals, analyzing the pricing submitted by potential suppliers. In collaboration with the quality assurance team, the specialist evaluates and monitors supplier quality and reliability, as well as their capacity to meet delivery schedules. The specialist works closely with internal stakeholders to ensure that specifications align with the required services or products. Additionally, the role includes identifying opportunities for cost reduction, efficiency enhancement, and risk management through strategic negotiations. The specialist issues purchase orders and oversees their performance, ensuring adherence to all public laws and company policies, including import/export regulations. By applying sound business practices, the specialist assesses supplier performance as part of ongoing follow-up. It is also essential to provide the necessary documentation to the logistics, transportation, and warehouse teams to ensure accurate receipt records. The specialist reviews and approves supplier payments as required and employs process improvement tools such as Lean Six Sigma to enhance quality, efficiency, and continuous improvement with suppliers.
Job Duties:

Develop subcontract specifications, work statements, and terms and conditions for the procurement of services, specialized materials, and/or equipment

* Prepare bid packages, conduct bidders conferences, analyzes and evaluates proposals, performs price/cost, negotiates subcontract provisions, select or recommends subcontractors, write awards, and administer resulting subcontracts

* Ensure that appropriate documentation is provided so that proper receipt is recorded

* Negotiate and coordinate additions, deletions, or modifications to subcontracts

* Participate with program functional areas to coordinate subcontract funding, invoice processing and program reviews.

* Coordinate and collaborate with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users

* In conjunction with quality organization, evaluate and monitor supplier quality and reliability, as well as supplier ability to support required delivery schedules

* Identify strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations

* Manage performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.

* Utilize process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement

* Manage and develop strategic/key suppliers. Review and approve supplier payments

Basic Qualifications for Supply Procurement Specialist (Level 2):

This role places a strong emphasis on skills and experience. We will consider candidates who meet one of the following criteria: a high school diploma or GED accompanied by at least 6 years of relevant experience, ideally in supply chain, contracts, program management, or a related field; a bachelor's degree with a minimum of 2 years of experience; a master's degree with 0 years of experience in a closely related discipline

* Knowledge of FAR/DFARS and associated Federal Contracting regulations

* Understanding of procurement policies, procedures, and regulations

* Demonstrated ability to utilize Microsoft Office to create spreadsheets, documents, presentations. (i.e. Word, Excel & PowerPoint)

* Must be able to obtain and maintain a US DoD Secret Security Clearance which requires US Citizenship as a pre-requisite

Preferred Qualifications:

Government contract knowledge and/or experience

* FAR/DFAR experience

* Familiar with SAP procurement systems

* MS Office tools including Advanced Excel (Pivot Tables, V-Lookup, conditional formatting and most of the advanced features/functions)

Salary Range: $61,000 - $100,700
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
