The new manager will be responsible for managing 10-15 technical personnel in the Specialty Engineering department. Duties will include ensuring qualified and experienced personnel (and supporting design and analysis tools and other resources) are applied to meet the staffing needs of programs, and tracking/executing peer reviews for major program events. The role includes all aspects of staff management, including recruiting, hiring, onboarding, training, coaching/mentoring, career development, performance management, compensation management, and separation of assigned employees.

The selected candidate is expected to be self-directed and leverage previous experience to effectively lead a department responsible for Specialty Engineering activities performed for programs across the division. As the Systems Engineering (SE) functional lead for these areas, the prospective candidate should have extensive experience one or more of the Specialty Engineering disciplines, as their duties will include leading and performing Specialty Engineering activities. The following four engineering disciplines in the Specialty Engineering group are concerned with spacecraft interactions with the environment (during development and once fielded):

Aerosciences (computational fluid dynamics, micrometeoroid and orbital debris)

Contamination Control

Electromagnetic Environmental Effects

Radiation Effects and Survivability

This role will be split between functional management duties, which will take up approximately 20% of the time, and direct-charge program duties for the remaining 80%. The direct program efforts will consist of System Engineering (SE) technical work as a subject-matter expert (SME) in at least one of the Specialty Engineering disciplines supporting programs in the CCS, SM and/or SPS business units.

RESPONSIBILITIES:

General/Management responsibilities include:

Lead technical-staff planning, assignments, career development, performance assessments and compensation management activities for the assigned Systems Engineering staff.

Coach, support and motivate a high-performing Systems Engineering team

Support SE peer reviews, as well as formal program and proposal reviews

Set and promote high standards for quality and safety; foster engagement for technical excellence

Direct and review the work of SE staff, ensuring its completeness, accuracy and adherence to established TSSD Systems Engineering processes and technical procedures.

Identify the SE skills & experience needed for program execution and lead the recruiting, hiring and training of new staff

Support new business development, including review of technical and cost volumes, detailed Basis of Estimates (BOE) using established Work Breakdown Structures and related new business activities

Direct and coordinate the development of system requirements and specifications for various systems through multiple program phases.

Support pre-proposal analysis, proposal development, mission and system analysis, specification and interface development, design review, testing, problem resolution and customer interactions

Support space vehicle design/development to ensure that customer & internal goals for safety, mission success, and performance are met.

Support program Engineering Configuration Change Board (CCB), Corrective Action Board (CAB) and Failure Review Boards (FRB), as required.

Identify technical issues, propose solution options, and follow through to resolve the issues with minimal supervision.

Interface with internal and external customers and associates in engineering, manufacturing, integration and test, safety and mission assurance, and program management.

Prepare weekly status reports and periodic technical reports for senior management to document individual and collective status on program(s) and pursuit(s).

Support EVMS baseline generation, tracking/maintenance and variance analysis (as required).

Perform related management duties as assigned by the Sr. Director of Systems Engineering or Engineering VP

Basic Qualifications:

Must have U.S. Citizenship and be able to obtain TS Clearance

Bachelor's Degree in a STEM (Science, Technology, Engineering, Math) discipline with 5+ years of experience

Demonstrated experience and expertise in one of more of the Specialty Engineering disciplines with application to space systems.

Proficiency in related engineering programs, Microsoft Office or equivalent document generation programs, Microsoft SharePoint or equivalent collaboration tool

Excellent communication skills for overseeing staff and working with other management personnel

Exceptional organizational skills for simultaneously keeping track of Specialty Engineering staff, supporting programs' budgets and schedules, and other managerial and not-managerial activities

Preferred Qualifications:

Master of Science degree and 3 years of experience

Experience with Cost Account Management (CAM) and/or engineering technical leadership

* Functional engineering management experience in Aerospace

Salary Range: $156,500.00 - $234,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
