What You Will Get To Do:
The Sentinel program has an exciting opportunity for a System Thread (ST) Manager 3 on the Sentinel Systems Engineering team to provide leadership for the System Threads (STs) organization. The ST Manager has programmatic and technical leadership responsibility to ensure the integration of all STs governed by the Systems Engineering Management Plan (SEMP). STs are defined by a subset of top-level Weapons System Specification requirements and each individual ST Lead is the technical authority for their subject area to Sentinel technical leadership.
STs are of two types: Integrated Product Team (IPT) aligned and Cross IPT aligned. IPT aligned STs have a distinct program team alignment with a defined scope, budget, and staff to execute the thread for the program. IPT aligned STs require careful partnership with the ST Manager to ensure coherent and synchronized development of their threads in line with program ST governance, quality, and rigor.
Cross IPT threads do not have distinct program team alignment, and the personnel that support these STs are federated across various program IPTs with their own scope, budget, and staff. These threads require the associated ST Lead to establish an effective partnership with key stakeholders across all IPTs germane to the thread to ensure proper development and integration of the thread. These stakeholders essentially function as an internal working group to foster the cross-team linkage required for a successfully developed thread. Cross IPT Thread Lead scope, budget, and staff are under direct control and management of the ST Manager.
Specific duties include, but are not limited to the following:
• Technical and program management / leader of the System Thread (ST) team
o Establish and maintain programmatic governance and processes to enable effective ST operations
o IPT Aligned threads: collaborate on budget and scope responsibility where aligned to a distinct IPT and not under the accountability of the ST Manager
o Cross IPT aligned threads: direct leadership and management of ST Leads
• Earned Value Management: Serve as the work package lead (WPL) for the Control Account (CA) covering ST work
• Partner with the program's Systems Engineering Integration Team (SEIT) leadership and Office of Chief Engineering (OCE) to ensure effective ST integration and working relationships with technical leadership
• Brief program leadership, customers, and stakeholders on the ST at all internal and external technical reviews
• Establish an effective system of working group / coordination sessions with stakeholders across the development community to ensure effective horizontal and vertical thread integration
• Develop and maintain strong relationships across Sentinel IPTs, support functions, segments, customers, and stakeholder communities
• Engage in formal and informal mentoring to support knowledge transfer and talent development
• Provide oversight of all systems engineering products related to the STs, including but not limited to:
o Trade studies
o Architecture and interface definitions
o Functional flows and CONOPS scenarios
o Integration and test planning and procedure development
o Technical Performance Measure (TPM) reporting and management
o Performance / allocation budgets, analysis, and margin management
o Risk and opportunity identification and associated execution planning
o Requirements definition and allocation, with cognizance down to the lowest level
o Solution definition / design artifacts to produce a compliant realization of the thread capability
o Verification and validation execution, including authorship of requirement verification reports and customer coordination
o Verification planning, including coordination of required and expected verification products down to the lowest applicable level
