Senior Director Program Manager to support the Power/Control Systems (P/CS) Operating Unit and serve as the site lead in Sykesville, MD. This position will report into the VP of the Naval & Oceanic Systems Business Unit and will provide day to day direction to business areas to meet the operating unit strategic objectives and financial metrics. The position involves all aspects of the engineering and manufacturing process, from requirements analysis to operations through verification and validation testing. The Director of Program Manager 2 will lead diverse teams in a matrixed based environment to meet milestones across a portfolio of programs and customers.

The position has significant senior leadership contact and will require a candidate with strong leadership and decision-making skills with the ability to perform, adapt and lead through change. The position must role model Northrop leadership behaviors and be an advocate of our employee engagement activities, participating in and leading site morale and recognition efforts. The incumbent must have strong communication, executive presence, and cross-cultural skills to be able to effectively interact with a geographically disbursed senior leadership team. Candidate will be required to travel at least 25% of time for domestic business.
The Operating Unit Director Role Will:

Strategically guide and plan for business growth of the Operating Unit. Create the vision and execution plan with appropriate functional management to improve upon the operating plan for the business

* Assist the business with the efficiency of their daily operations from capture and inception through completion & delivery of systems

* Responsible for the cost, schedule and performance of all programs in the P/CS portfolio

* Establish milestones and monitor adherence to master plans and schedules, identify problems and obtain solutions, such as allocation of resources or changing requirements

* Direct the work of a team of program managers and program management personnel across a portfolio of programs and diverse customer base

* Establish strong relationships across teams and create effective partnerships across functions including business management, Engineering, Manufacturing and Logistics as well as other Profit & Loss organizations

* Proactively identify trends, risks, and opportunities within the organization and develop solutions in partnership with peers, division and matrix leadership, and regional/division HR business leaders

* Using data and analytics, develop solutions to current business issues as well as proactively engage in risk mitigation

* Project performance addressing cost, schedule, and technical quality for related Work Breakdown Structure (WBS) elements

The Campus Director Role includes:

Lead the site leadership team, which includes representation from all functional homerooms including Security, Facilities, IT infrastructure, Environmental, Health, Safety, Fire Protection, Audits, Employee Well-Being and Engagement

* Represent the Site as part of the Corporate Citizenship emphasis for Northrop Grumman. Bring positive company exposure to the community in volunteerism and charity support that meet NGC's objectives

* Act as a change agent and champion for the employee population, providing advocacy of our Employee Resource Groups, site engagement events and support of our Employee Action Group activities

* Engage in stakeholder management encompassing both internal customers and external customer base, in addition to prime/subcontractor relationship management

* Analyze and concisely present information to the management team to enable good business decisions

* Provide day-to-day people leadership of direct and matrixed teams and create an environment that accelerates development of talent

* Apply knowledge management to capture learning, drive continuous improvement, and enhance employee engagement

* Role model for leadership behaviors and values and assist in driving business growth from an organization and talent perspective to be an effective diversity champion

* Play a key change leadership role in the company's transformation by creating a culture of growth, innovation and risk taking

Basic Qualifications:

Bachelor's Degree with 12 or more years of experience; OR a Master's Degree with 10 or more years of experience

* U.S Citizenship is required.

* A current/active DoD Secret Clearance or DoE equivalent

* Ability to obtain Top Secret or higher clearances.

* 10 or more years of management experience in Functional Management, Engineering Management, Operations Management, or Program Management

* Experience with Capture Management / Leadership

* Experience with DoD & international customers and/or partners

* Demonstrated understanding of EVMS and Risk and Opportunity Management

* Developing a business strategy including business case development

* Demonstrated leadership skills and the ability to work effectively in a team environment

* Demonstrated skills in planning and program operations knowledge addressing cost, schedule, and technical performance

Preferred Qualifications:

Advanced Degrees in science, engineering or relevant acumen (ex: Business, Leadership)

* Active DoD Top Secret/SCI Clearance or higher.

* 20 years of related experience; including leading a portfolio of programs across a diverse set of customers

* 15 years of management experience in Functional Management, Engineering Management, or Program Management

* Knowledge of Nuclear Navy

* Demonstrated strategic capture leadership experience with federal government

Salary Range: *$246,800 - $370,200
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
