The selected candidate will become part of the AS sector Pricing and Estimating Group, working closely with Global Supply Chain, Program Management Office, Business Management, Production, and various cross-functional proposal teammates.
This role will be a key member of proposal teams; leading/supporting proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members.
Responsibilities include, but are not limited to the following:
Comprehensive review of all elements of cost including direct labor, material, Other Direct Cost and indirect costs to ensure compliance with FAR, DFARS, and Northrop Grumman procedures.
* Demonstrating a broad skill set that is balanced across interpersonal, business, and proposal-based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environment.
* Develops, plans and schedules proposals.
* Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.
* Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments.
* Researches and analyzes historical data, develops cost models to support proposal efforts.
* Coordinates activities and participates in fact-finding meetings.
* Participates in should-cost and pricing reviews with management and customer representatives.
* Participates as a member of the contract negotiating team.
Basic Qualifications for a Sr Principal Proposal Analyst:
Bachelor's degree with 8 years of relevant experience or a Master's degree with 6 years of relevant experience
* Active DoD Secret Clearance
* Must have the ability to obtain and maintain the Special Access Program (SAP) clearance prior to the commencement of employment.
* Proficiency with MS Office Suite, specifically Excel and Word
* Ability to work onsite daily in Melbourne, FL
Preferred Qualifications:
Knowledge of the government regulations FAR and DFARS
* Experience in professional communications with USG officials in programs, DCAA and DCMA
* Experience working within complex, high volume, high value proposals of varying contract types [FFP, FPIF, CPAF, CPIF, etc.]
* Active Special Program Clearance.
* Experience working with Basis of Estimate (BOE) and analyzing BOE quality.
* Experience with pricing models (Pro-pricer.)
* Experience evaluating risks.
* Excellent oral and written communication skills.
* Excellent problem solving and organizational skills.
Salary Range: $98,100 - $147,100
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
