The position will support the development of Price/Cost Analyses of supplier proposals. This position supports all divisions and programs within Space Sector.
This position can be filled at either a Level 3 or Level 4.
In this job, you will:
Develop and submit compliant Price/Cost Analysis Reports (PCARs) for GSC proposals to GSC material estimating for inclusion in cost volumes
Develop and submit compliant PCARs for GSC execution to GSC Buyers/Subcontract Administrators for inclusion in purchase orders
Review supplier proposals for compliance
Analyze supplier proposals by cost element, including but not limited to, material costs, labor costs, rate data, and profit/fee, and develop a recommended position
Develop Requests for Information (RFIs) for supplier proposals
Work with Buyers/Subcontract Administrators and Engineering to obtain all data necessary for inclusion in the PCAR
Support customer fact-findings and requests for information responses, DCAA audits, supplier negotiations, and Truthful Cost or Pricing Data Act (TCoPDA, formerly TINA) sweeps
Ensure compliance with sector policies & procedures, and to Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFAR), and Cost Accounting Standards (CAS)

Basic Qualifications:
Bachelor's degree and 5 years of experience with either price-cost analysis, material estimating, project management, proposals, accounting, finance, cost estimating, pricing and estimating, procurement, contracts or subcontracts OR a Master's degree with minimum 3 years of stated experience for a Level 3
Bachelor's degree and 8 years of experience with either price-cost analysis, material estimating, project management, proposals, accounting, finance, cost estimating, pricing and estimating, procurement, contracts or subcontracts OR a Master's degree with minimum 6 years of stated experience for a Level 4
Proficiency in Microsoft Office; especially Excel.
Communication and collaboration skills
Preferred Qualifications:
Demonstrated knowledge with SAP
Secret or Top Secret Clearance
Working knowledge of government contract environment (FAR & DFARS)
Awareness of USG officials in programs; CO, DCAA and DCMA
Experience working within complex, high volume, high value proposals of varying contract types [FFP, FPIF, CPAF, CPIF, etc.]

Salary Range: $91,200.00 - $136,800.00Salary Range 2: $113,500.00 - $170,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
