What You'll Get to Do:
The Subcontracts Administrator will work independently, managing workload assignments to ensure requirements are appropriately prioritized. They will be responsible for executing compliant with all public law requirements using FAR/DFARS regulations, as well as company (and business) policies and procedures - including import/export regulations and mutually successful business arrangements / procurement packages.
They will provide leadership, mentor & coach junior subcontract administrators They will provide proposal /contractual support and procurement documentation which meets programs requirements.
Specific responsibilities include:

Interfacing and corresponding with suppliers
* Manage and develop strategic /key suppliers
* Develop source selection /evaluation strategies /partnerships
* Complete long range procurement agreements; supplier identification; coordinate export control/security requirements
* Prepare/issue Requests For Proposal (RFPs) with appropriate customer flow downs and terms & conditions
* Conducts bidders' conferences, proposal evaluation criteria, validate pricing, prepare pre-negotiations plans
* Conduct negotiations to meet contract /program targets/schedule /payment terms for materials & services; administer
* Maintain resultant compliant subcontracts and Purchase Order (PO) files
* Ensure appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded
* Reviews and approve supplier invoice/payment as needed
Basic Qualifications:

5+ Years of relevant experience in US government procurement, contracts, subcontracts and/or business management with Bachelors; 3 Years with Masters in US Government procurement, contracts, subcontracts and/or business management.
* Must have experience working single/sole source procurements with multiple contracting formats, including Firm Fixed Price, T&M, and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance-based payments).
* Must understand the entire procurement process including competitive procurements (from supplier selection, proposal process, pricing instructions, evaluation criteria, terms and conditions, establishing teaming / overriding / pricing agreements, determine the adequacy of subcontractor proposals received, negotiation of the best business deal of major subcontracts including terms and conditions, understand program/company risk factors, prepare a compliant procurement packages, thru management of large industry suppliers).
* Demonstrated experience in contractual negotiations.
* Demonstrated critical thinking and innovative behaviors in past projects, roles or experiences.
* Capable of multi-tasking, make decisions in a timely manner and display strong interpersonal skills.
* Must possess strong communication and writing skills.
* Must be US citizen and eligible to obtain and maintain a DoD security clearance.
* Working knowledge of Microsoft Excel and Word
* Must have demonstrated leadership and mentoring capabilities of junior SCAs in addition to strong presentation skills directed to all levels of internal/external management.
Preferred Qualifications:

Master's degree in business, Supply Chain Management, Finance, or Industrial Engineering.
* Experience working competitive procurements with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance-based payments).
* Experience negotiating terms and conditions, ground rules and assumptions, and/or special contract clauses/types such as: long term agreements and intellectual property agreements
* US Government procurement, contracts, subcontracts and/or business management.
* Advanced knowledge of U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS), with specific working knowledge of Parts 15 (Contracting by Negotiation) and 31 (Contract Cost Principles and Procedures); Cost Accounting Standards (CAS); Defense Contract Audit Agency (DCAA) audit procedures; and ability to produce compliant major subcontract procurement packages.
* Leadership and ability to mentor junior SCAs.
* Expertise in Word, Excel.
* Knowledge of SAP a plus.
Salary Range: $88,700 - $133,100
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
