Northrop Grumman's Chief Information Office is seeking a Technical Lead to support our scaled adoption of an enterprise Portfolio and Project Management (PPM) platform as part of a Digital Program Execution team within an enterprise Digital Transformation Office (DTO) strategic program. This position will be part of the Business Systems service line and will be a remote/100% virtual position, with an option for working in a Northrop Grumman facility. Occasional travel may be required. This could change based upon business conditions.

The Tech Lead will be responsible for PPM related configurations and migrating those configurations through the development environments. This role is responsible to Import and Export data as additional programs are launched. The Lead will assist with defect triage related to application configuration, user access, data accuracy and integrations. The Lead will also assist business users with testing. The Lead will perform technical planning, system integration, verification and validation, cost and risk, and supportability and effectivity analyses for the PPM system. The Lead will support preparation and presentation of briefings and demonstrations to the PPM customers.
The Portfolio and Project Management platform provides a set of interconnected, digital systems and underlying IT infrastructure that digitalizes many aspects of program execution. The purpose of the PPM solution is to achieve better business results, including reducing waste and risk and increasing product quality and operational efficiency by enabling modern practices and methodologies.
This role will require the ability to acquire and maintain a security clearance.
Key Responsibilities
The essential duties and responsibilities include but are not limited to the following:

Build and deploy the PPM platform tools to help the team facilitate their development process.
* Assist in writing and updating technical documentation
* Use knowledge of product lifecycle to actively participate in architecture, design, and code reviews
* Translate the product vision into requirements and architectural solutions
* Responsible for coordination of existing development teams including integrated program planning and execution
* Collaborate with Cybersecurity on and support development of controls and processes across development lifecycles
* Demand planning for infrastructure and licensing growth needs
* Classified sustainment and growth in all aspects of architecture and design
* Coordinate upgrades, identifying dependencies and customer requirements
* Lead weekly deployment team meetings including vendor coordination
* Support development of processes and procedures to support PPM and digital program execution objectives
* Attend and actively participate in agile planning events in support of team's efforts
* Provide technical and business support to team members
* Improve customer experience
* Address customer feedback and process improvement suggestions
Basic Qualifications:

Bachelor's degree and at least 8 years of relevant experience OR 6 years of relevant experience with a Masters degree.
* Experience with designing and implementing Infrastructure architectures to align with Vendor requirements and customer usage
* Experience in cloud environments such as AWS or Azure and the respective analytics capabilities and monitoring tools
* Proven hands-on IIS/Web server experience.
* Experience documenting installation instructions and maintaining updates
* Experience documenting Standard Operating Procedures (SOP) documentation and maintaining updates
* Experience interacting with Shared Services teams (Cloud operations, Cloud Architects, Database administrators, Cyber/Information Security, etc.) and providing oversight, direction, and key decisions
* Experience interacting with Vendors and providing information to troubleshoot issues.
* Ability to review and decipher system and application logs for issues/trends and provide recommendations
* Experience with system performance monitoring
* Experience applying system upgrades and patches during off hours.
* Experience overseeing resources for documenting and validating Information Security Controls
* Experience leading Disaster Recovery Planning and Execution
* Experience with Role Based Access and Controls (RBAC) design, definition, implementation, and maintenance
* Experience with Vulnerability reviews and remediation
* Ability to lead a team of 5 or more resources to complete tasks and assignments
* Ability to provide status reports to project leadership
* Excellent communication, presentation and interpersonal skills
* Demonstrated ability to communicate and interact with senior level executive leadership and a wide range of customers ranging from very technical to non-technical
Preferred Qualifications

Scaled Agile Methodology including experience tracking tasking via an Agile development management platform.
* Experience designing and/or developing testing automation solutions.
* Demonstrated experience with Project and Program Management applications like Deltek Cobra or Planisware.
* Experience with Linux based operating systems such as Redhat or Ubuntu
* Experience with basic Linux server administration and setup (Folders/File ownership, permissions, FTP, etc.)
* Experience with Apache web server and configuration (SSO, application settings, etc.)
* Experience with writing and troubleshooting SQL statements.
* Knowledge and demonstrated capabilities in CITRIX
* ServiceNow ticketing experience
* Experience with automated testing to simulate performance/load testing.
* Experience with containerizing solutions using a system such as Kubernetes
Salary Range: $124,900 - $187,300
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
