Payload and Ground Systems Division (PGSD) is seeking a motivated Systems Engineering, Integration & Test (SEIT) Lead for the Tactical Operation Center - Light (TOC-L) program. The position will be located on-site in Redondo Beach, CA. The TOC-L SEIT Lead will lead a team of Systems Engineers embedded in various cross-functional Agile scrum teams through Critical Design Reviews, Acceptance Test, and Delivery. The SEIT lead is part of the larger TOC-L program leadership team and supports leading and managing a team responsible for Systems Engineering, Ground Software and unique ground hardware. The SEIT Lead will interface daily with other internal and external organizations, including customers and their technical support.

The SEIT Lead is responsible for the system technical design, planning, risk management, and project performance addressing cost, schedule, and technical quality for the program. The SEIT Lead will coordinate the preparation of cost estimates, business plans, work statements and specifications, Contracted Deliverable Requirement Line Items (CDRLs), design reviews PDR and CDR, and technical exchanges with the customer. The SEIT Lead is responsible for system architecture and digital engineering and oversees the Systems Engineering, Digital Engineering, Software Integration, and Test and manages the system baseline configuration and coordinates with external technical organizations.
Additional responsibilities include but are not limited to the following:
Candidate is required to have experience in software development deliverables and processes (SEMP & CSOW)
* Provides management and technical direction to Ground Systems Engineers
* Champions a scaled Agile framework and serves as a Product Manager of SE work products, supporting the individual scrum team POs
* Supports Factory Acceptance Test and government-led System Acceptance Test. (FCA/PCA)
* Defines and maintains architecture modes using Digital Engineering (DE) and MBSE tools to refine CONOPS.
* Provide leadership and review of proposal efforts (e.g., BPEs, CROMs, ECPs)
* Cost account management CAM of SE organization, including forecast monitoring, variance explanations, and cost/schedule lien evaluation and preparation
* Management of Risk and Opportunity processes
* Management of verification activities and coordination with other Project, third-party stakeholders and the customer
* Oversight of GE SE activities, including tracking product deliveries and milestone (PDR, CDR) preparation
* Review of SE generated design reviews, test reviews, Engineering Summaries, I&T milestone chart packages and related documentation
* Provide SE review disposition/impact assessment of change requests
* Coordination with SEIT IPT leads, other GE Project and Program management, and third-party stakeholders
* Manages the Configuration of program products and equipment to digital models.
Basic Qualifications:
Bachelor's Degree in STEM or related field with a minimum of 9 years of related experience
* Current & active DoD secret security clearance
* Candidate is required to have experience in software development deliverables and processes
* Must have demonstrated experience in planning, organizing, staffing, reporting, coordination, identifying/mitigating risk, and supporting all phases of a development program
* Previous project management experience for technical and schedule milestones
* Demonstrated ability to develop and present technical material to senior management and customers
* Ideal candidate will have excellent interpersonal, leadership, communication, and organizational skills and professional development/mentoring skills
* Must be able to work independently, function in a fast-paced environment, and be flexible to changing direction
* Ability to obtain and maintain Top Secret/SCI security clearance
Preferred Qualifications:
5+ years of previous management experience as a Deputy APM, SPM, or Technical Lead
* 5+ years of experience performing as a CAM managing cost, schedule, and technical
* Previous program management experience with NG PGS processes on large satellite programs
* Experience with Agile methodologies and Agile EV techniques
* Ideal candidates will have technical background in ground system design, software development, software integration & test, and requirements development and verification
* Demonstrated ability to implement process improvements, streamline activities, and develop effective processes
* Strong verbal and written communications skills
* Top Secret/SCI security clearance
Salary Range: $156,500 - $234,700
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
