Northrop Grumman Mission Systems is seeking a Manager Supply Chain Programs 2 to join our Emerging Capabilities Development (ECD) team, which is a part of the Airborne Multifunction Sensors (AMS) Division in the Mission Systems (MS) Sector. This position will be a hybrid opportunity to the Linthicum, MD area.

This position will provide Global Supply Chain support for the Advanced Missions Business Unit, directly responsible for managing 5 Operating Units, comprised of 40+ different Programs. This Manager will be responsible for leading a team of six Planners, including a Band 5 Planner, as well as one Manager Supply Chain Programs 1, including the ongoing hiring/recruiting needs and talent/career development for the team. The individual will be responsible for mission success of their supply chain responsibilities and ensure their suppliers perform to the committed schedules, terms and conditions, and contractual requirements/specifications and drawings. The candidate should thrive in a quick-turn and dynamic environment, where they must understand all aspects of running the business and be able to interact/collaborate with Directors and Business Management Directors, as well with Engineering, Operations and Quality Managers to cohesively drive successful program performance.
Core responsibilities include but are not limited to:
Management of a direct staff of 6+ professionals consisting of Global Supply Chain Planners, as well as a Planning Manager 1 and supporting their team of 3 direct reporting Planners.
* Support to OU and BU Program Directors, as well as coordination with other functions within the ECD Operations team
* Forecasting material receipts 40+ Programs to BU Level leadership
* Oversight of Program cost and monthly forecasting/receipts, including Monthly and Quarterly Financial Reporting and Presentation at the Director level on behalf of 5 OUs and at the BU Level.
* Support very quick-turn and frequent certified proposal needs (approx. 100/year) for different Contract types, as well as sign off on OU and BU level C101s.
* Provide guidance and training to ensure professionals are performing to or exceeding the expectation of their position and established management goals
* Attend in-person meetings onsite in BWI in the closed area, as needed.
* Find creative yet compliant solutions to ensure our development Programs are able to follow Supply Chain processes while meeting the quick-turn needs of our Customers.
* Development of negotiation strategies, plans, and coordination with ECD Subcontracts Manager.
* Provide hands-on support and first-hand experience on all Planning activities, including MCAV, Cognos, WEBI Replenishment Reports, M922s, M903, SAP, and CMEs across multiple Programs.
* Support ~100+ proposals/year with hands-on support using QUEST and creating BOEs
* Develop strong relationship with OU Business Managers and BU Director to ensure cost goals and challenges are understood and supported.
* Identification and communication of deliverables needed from other functional stakeholders.
* Exhibits end-to-end supply chain Planning competency (including Planning, Sourcing, Small Business Plan, Supplier Quality, Contracts, Analytics, Compliance, etc.)
Basic Qualifications:
Bachelor's degree with at least 8 years of supply chain, program management, business administration, procurement, purchasing or closely related experience; OR a Master's degree with at least 6 years of supply chain, program management, business administration, procurement, purchasing or closely related experience
* At least 2 years of GSC Planning experience
* 3+ years of team lead and/or management of people
* US Citizenship
* A minimum of an Interim Secret required to start and to be considered
Preferred Qualifications:
At least 1 year of experience being a manager to Manager-level (ex. M1) and/or Staff Level (Band 5) employee
* Experience as a GSC Planner on Development Programs in a quick-turn environment
* Experience in leading and developing a large team or working with teams and/or mentoring others in career development activities at varying band levels (Pathway through M1 level)
* Experience in applying Federal and Defense contracting requirements (FAR/DFARS), as well as ITAR
* Experience with in Earned Value Management Systems, supplier financial reporting/forecasting, contracting/subcontracting, or supplier/program/product scheduling
* Experience managing complex supplier specifications, drawings, SOW's, and supplier issue resolution
Salary Range: $135,800 - $203,600
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
