Northrop Grumman Mission System's (NGMS) Naval & Oceanic Systems located in Annapolis, MD is seeking a Program Manager 2 to serve as the Deputy Program Manager for the Northrop Grumman Mission Systems Advanced Propulsor Bearing (APB) program.

The ideal candidate will have experience in submarine design, production and operation, experience in managing complex projects and programs, Department of Defense (DoD) planning and budgeting, SOW, specifications, and processes, will work independently, and will direct the work of others to meet program objectives.
What You'll Get to Do:
Performs key elements of Program Management, Functional Management and interfaces with prime shipyard customer and the U.S Navy, the end-user.
* Supports and assists the APB program manager in planning, executing, monitoring, and controlling all phases of the program through close-out.
* Responsible for the cost, schedule and technical performance of assigned program areas.
* Supports APB program manager with customer submittals and customer interactions/ meetings as required including both status reviews and technical discussions.
* Works closely with the APB program manager and engineering team to integrate customer design requirements into the overall program parameters.
* Prepares proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract; participates in the negotiation of contract and contract changes.
* Baselines programs to meet execution and business goals and supports the execution of the programs to meet Earned Value Management System (EVMS) requirements.
* Manages program risks and opportunities.
* Escalates issues requiring management attention promptly.
* Lead and work in a matrixed functional organization.
* Establishes a business and program execution communications cadence with the team.
* Works closely with the Business Development team to grow the business within her/his portfolio.
* Actively adheres to master plans and schedules, identifies program issues and develops and executes solutions, such as re-allocation of resources, rescheduling work, improving processes, or changing contractual specifications.
* Assists with the accountability and storage of GFE (government furnished equipment).
Basic Qualifications:
Bachelor's Degree and 8 years' or a Master's Degree and 6 years of relevant program management or relevant experience.
* Cost account manager (CAM) experience and/or organizational certified.
* Experience managing a program or project risk and opportunity, and experience with EVMS techniques.
* Familiarity with MS Office Project tools.
* Demonstrated success aligning teams, organizations, or employee resource groups to achieve a common goal.
* Proven ability to interact effectively with both internal and external customers at all levels.
* Experience with new product design and development efforts.
* US Citizenship.
* Ability to obtain and maintain a Department of Defense (DoD) Secret Clearance.
Preferred Qualifications:
Bachelor's degree in a technical field with 8 years' or a Master's degree in a technical field with 6 years of relevant program management experience, including experience with shipyard new construction.
* 10 years relevant experience working Department of Defense (DoD) programs, including experience with program planning, budgeting, requirements and shipboard systems operations.
* Experience in business development and customer interface.
* Demonstrated success managing medium ($10M) to large scale ($50M+) programs.
* Experience with production and delivery of major submarine propulsion components.
* Current Secret clearance or above.
* Project management professional (PMP) certified.
Salary Range: $149,400 - $224,000
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
