Northrop Grumman Aeronautical Systems is seeking a Program Manager (Level 3) to join our Fighter Readiness Sustainment & Training Operating Unit (FRST OU). The position will report to the Director of the FRST OU and can be located in San Antonio Texas, Jacksonville FL, or other locations.
The program manager is responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout) for our F-18 E/F Sustainment programs.
Your primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions for our F-18 sustainment contracts. You will partner with the Flight Operations Manager to lead a team of F-18 maintenance personnel. Primary responsibilities are Profit & Loss (management of cost, schedule, and technical performance) responsibility for F-18 Program and include, but are not limited to:
Cultivating customer relationships and intimacy to develop further growth opportunities within the customer community.
* Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans.
* Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
* Establishes program milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
* Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
* Will work in support of the customers front line managers to staff and manage the team providing maintenance and support of F-18 Field aircraft at multiple CONUS customer sites.
* Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.
* Measuring and reporting program performance.
* Delivering presentations to customers, executive management, and other program stakeholders.
* Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
* Creation, review and finalization of the program Statement of Work
* Identification, distribution, tracking, and completion of program requirements.
* Establishment and management of the program and subordinate baselines.
* Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
* Identifying, allocating and managing program resources, including workforce planning.
* Ensuring the team's adherence to all internal processes, policies, and applicable industry standards as well as published technical directives issued for the F-18 and following Boeing policies and procedures.
* Conducting thorough risk & opportunity management practices including identification, mitigation and realization.
* Helping to coach and help develop team members for future roles.
Basic Qualifications:
A Bachelor's degree in relevant field and a minimum of 5 yrs of Program Management experience. 10 years of experience in lieu of degree will be considered.
* Experience developing proposals that include operations at multiple sites.
* A minimum of five years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.
* A minimum of five years' experience to plan, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints.
* An active DoD Secret security clearance with an adjudication date within the last 5-years.
* Experience with accountability for profit and loss.
* Experience building relationships with strategic customers.
Preferred Qualifications:
Experience with the F-18 mission and Boeing customer.
Salary Range: $161,500 - $242,300
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
