Northrop Grumman's Aeronautics Systems sector is looking for a Systems Engineering Manager 3 to join our team of qualified, diverse individuals on the Ground Systems Product Team. This position will be located on-site in Melbourne, FL and require some travel.
This deputy level position will report to the Ground Systems Team Lead and will support management, guidance and leadership for a large geographically dispersed team. Responsibility, accountability and authority will include, but not limited to, product architecture and overall requirements and certification of associated Ground Systems products.
The Ground Systems Deputy will be responsible for the architecture and development of specific Cloud-Based Ground Systems solutions and will be responsible for the integration of associated ground control elements, to provide seamless capability from mission planning through mission execution.
The Ground Systems Deputy will manage functional resources, engineering processes and procedures for the Ground Systems Team and will be responsible for achieving all technical performance objectives.
ESSENTIAL FUNCTIONS:
Ensures coordination within the overall Program to assure integration of the requirements, interfaces, and related technical performance.
* Ensures alignment with the contract and customer needs. This includes compliance to the Scaled Agile Framework (SAFe), the DoD Software Acquisition Pathway, and with company software development practices.
* Ensures timely delivery of requirement related products while defining and executing incentive fee award plans.
* Drives organic growth of the team while planning for future production efforts.
* Participates in the negotiation of contract and contract changes.
* Coordinates the preparation of plans, proposals and engineering estimates.
* Acts with impunity when dealing with customers and across multiple organizations and disciplines.
* Supports program review sessions with the customer and company executives, involving schedule and technical performance metrics and architecture design changes.
* Establishes milestones and monitors adherence to schedules, identifies program issues, obtains solutions, adjusts allocation of resources as required, and prepares for evolving specifications.

BASIC QUALIFICATIONS:
Bachelor's degree with 9 years of engineering management experience; master's degree with 7 years IPT experience
* Must have an active DoD Secret (or higher) clearance (with a background investigation within the past 6 years or enrolled into Continuous Evaluation).
* Must have the ability to obtain and maintain Special Access Program (SAP) clearance.
* Demonstrated customer interface skills
* Demonstrated large-team organizational and communication skills
* Demonstrated executive communication, presentation, and collaboration skills
* Experience in Risk, Issue and Opportunity Management
* Comprehensive understanding of software development within an Agile Environment
* Experience in resource planning
* Experience with Jira and Confluence applications
PREFERRED QUALIFICATIONS:
Master's degree in Systems Engineering or related STEM degree with DoD related IPT experience
* Experience in managing efforts with large number of dependencies
* Experience with SAFe Agile and/or DoD Software Acquisition Pathway approaches
* Active DoD Top Secret clearance (with a background investigation within the past 6 years or enrolled into Continuous Evaluation).
* Active Special Access Program (SAP) clearance.
* Working knowledge or experience in two or more area

Salary Range: $161,500 - $242,300
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
